Job Overview:
The ICLA Assistant position is designed to support the implementation of the Information, Counselling and Legal Assistance (ICLA) Programme in the Gerani and Sibaybi woredas of the Afar region. The role involves assisting with the day-to-day operations of the ICLA Programme, ensuring that project activities are executed according to established plans and guidelines. The ICLA Assistant will work closely with community outreach workers and will report directly to the ICLA Project Coordinator. The position requires a proactive approach to identifying and addressing the needs of project participants, ensuring that the assistance provided is effective and aligned with NRC's policies and strategies. The assistant will also be responsible for maintaining accurate records of all activities and preparing progress reports as needed. This role is crucial in promoting the rights and entitlements of project participants, providing them with the necessary legal information and support.

Duties and Responsibilities:
The ICLA Assistant will have a range of duties and responsibilities, including but not limited to: developing annual activity and work plans; promoting and sharing ideas for improvement in project activities; cooperating with relevant partners and local authorities; implementing delegated ICLA programme activities according to the plan of action; ensuring proper filing of all project documents; preparing and developing progress reports as required by management; ensuring that project activities target the most vulnerable participants; and exploring new ways to assist project participants. Specific responsibilities include providing and facilitating information, counselling, and legal assistance project activities; accurately recording all ICLA activities; facilitating information on legal and civil documentation; providing legal counselling on relevant topics; assisting project participants in resolving their issues independently; conducting training sessions; participating in assessments and monitoring exercises; and ensuring compliance with NRC's ICLA Standard Operating Procedures (SOPs).

Required Qualifications:
Candidates must possess a university degree in Law, Political Science, Sociology, or a related field. Additionally, they should have a minimum of one year of work experience in a similar field. The role requires strong communication, interpersonal, analytical, and negotiation skills, as well as the ability to prioritize responsibilities and manage multiple tasks effectively. A solid understanding of humanitarian principles and the ability to work in contested areas are essential. Candidates should also demonstrate a commitment to NRC's mission and values, and be willing to spend significant time in the field.

Educational Background:
The educational background required for this position includes a university degree in Law, Political Science, Sociology, or any related field. This educational foundation is critical for understanding the legal frameworks and social dynamics that impact the lives of project participants, particularly in a humanitarian context.

Experience:
The position requires at least one year of relevant work experience in a humanitarian or recovery context. Candidates should have documented results related to the responsibilities of the position, demonstrating their ability to effectively contribute to the goals of the ICLA Programme. Experience in working with vulnerable populations and understanding the complexities of humanitarian interventions is highly valued.

Languages:
Knowledge of the Amharic language is mandatory, as it is essential for effective communication with project participants. Additionally, good spoken and written English skills are preferred, as they will facilitate communication with NRC staff and stakeholders. Proficiency in other local languages may also be beneficial.

Additional Notes:
This position is a national staff contract with a duration of six months. The role is full-time and requires the assistant to be flexible and willing to work under pressure in challenging environments. The ICLA Assistant will be expected to travel to and within the woredas in the Afar region as part of their duties. The position may involve working with limited supervision, and candidates should be proactive, goal-oriented, and results-driven.
