Job Overview: The Technical Officer for Disability will play a crucial role in the Division of Health Promotion, Disease Prevention and Care (PPC) at WHO. This position focuses on advancing health equity for individuals with disabilities by providing technical expertise and support for the implementation of the WHO Disability Health Equity Initiative. The officer will work closely with various stakeholders, including regional and country offices, to ensure that disability inclusion is integrated into health systems and policies. The role involves developing training materials, conducting research, and supporting the planning of WHO activities related to disability, particularly on the International Day of Persons with Disabilities. The officer will also be responsible for monitoring and evaluating the effectiveness of disability-related initiatives and ensuring that WHO's commitments to disability inclusion are met.
Duties and Responsibilities:
Provide technical expertise in disability to ensure efficient and effective implementation of WHO initiatives.
Support the dissemination and implementation of the WHO Disability Health Equity Initiative at global, regional, and country levels.
Liaise with Regional and Country Offices, and external partners on disability-related activities.
Plan and implement WHO activities for the International Day of Persons with Disabilities.
Develop and implement evidence-based technical tools to assist Member States in creating disability-inclusive health systems.
Create training materials for capacity building in disability inclusion tailored to Member States' needs.
Conduct research and compile data related to disability-inclusive health systems.
Assist the Unit Head in developing and monitoring work plans and budgets, including resource mobilization.
Serve as a technical focal point for disability inclusion, responding to inquiries and providing detailed information. 1
Exchange information with counterparts in technical departments and with donor partners regarding disability policies and strategies. 1
Prepare and deliver presentations and informational materials. 1
Monitor technical content for the WHO website. 1
Participate in meetings on behalf of the program area as assigned. 1
Perform other duties as assigned.
Required Qualifications:
Advanced level university degree (Master's level or above) in health sciences, public health, or a related field.
PhD in public health or a related field is desirable.
At least 7 years of progressively responsible professional experience in technical program implementation and policy support in disability inclusion.
Demonstrated experience working at the country and/or regional level providing technical support to government partners.
International exposure is essential.
Experience within the UN system and guidance related to health system development is an advantage.
Educational Background: Candidates must possess an advanced university degree (Master's level or above) in health sciences, public health, or a related field. A PhD in public health or a related field is considered desirable for this position, indicating a higher level of expertise and research capability in the field.

Additional Notes: The remuneration for this position starts at an annual base salary of USD 86,027, subject to mandatory deductions for pension contributions and health insurance. A variable post adjustment reflecting the cost of living in Geneva currently amounts to USD 6072 per month. Employees are entitled to 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children. The position is subject to WHO Staff Regulations and Rules, and candidates may be required to undergo a background verification process.
