Pediatric Cancer Data Improvement National Consultant
Job Description
Job Posting Organization:
The National Cancer Registry (NCR) in Lebanon was established approximately two decades ago with the mission to measure cancer incidence and describe cases by disease, time, place, and person. The NCR aims to maintain and update a national cancer database for further epidemiological studies related to survival and risk factors. The current NCR database includes cases from 2005 to 2025, and while it can generate basic statistical data, there are significant gaps in pediatric oncology data that require special attention and coding. The organization is currently working under the WHO Global Initiative for Childhood Cancer (GICC) to strengthen national surveillance systems, which is a critical next step in improving cancer data collection and analysis in Lebanon.
Job Overview:
The Pediatric Cancer Data Improvement National Consultant will provide essential technical support for the pediatric oncology data generation within the Cancer Registry at the Ministry of Public Health (MOPH). The primary objective of this consultancy is to enhance the quality of data in the national cancer registry, particularly focusing on pediatric cases. The consultant will also support the production of a comprehensive report on survival analysis for pediatric cancer, which is currently lacking in Lebanon. This role is crucial as Lebanon is in the early stages of implementing the WHO GICC, and improving pediatric oncology data generation is vital for effective cancer surveillance and treatment outcomes.
Duties and Responsibilities:
The consultant will be responsible for several key outputs aimed at improving the NCR data processes. This includes conducting a desk review of all reporting forms and lists of oncologists, directly reviewing the MOPH database and coding principles, and assessing the standard operating procedures (SOPs) for pediatric oncology case reporting and coding. The consultant will also engage pediatric oncologists in discussions to identify feasible mechanisms for improving data generation, conduct meetings with the MOPH Vital Data Observatory to triangulate available mortality data, and draft a roadmap for pediatric oncology data improvement. Additionally, the consultant will conduct workshops on survival analysis methodology, prepare protocols for active surveillance of pediatric cancer cases, train stakeholders on data generation and analysis methods, and support the NCR team in analyzing data and drafting the survival analysis report.
Required Qualifications:
The position requires a first university degree in Public Health, with advanced training in Non-Communicable Diseases (NCD) or cancer epidemiology. A medical degree and training in medical coding for oncology using the International Classification of Diseases for Oncology (ICD-O-3) are desirable. Essential qualifications include strong communication skills, research and analytical capabilities, and familiarity with cancer registry reporting and publications.
Educational Background:
Candidates must possess at least a first university degree in Public Health or a related field, with advanced training specifically in NCD or cancer epidemiology. Additional qualifications such as a medical degree and specialized training in medical coding for oncology are considered advantageous.
Experience:
A minimum of two years of experience in NCD or cancer epidemiology is essential for this position. The consultant should have a proven track record in data analysis and improvement processes within the context of cancer registries or similar health data systems.
Languages:
Expert-level proficiency in Arabic and English is mandatory for this role, as effective communication with local stakeholders is crucial. Knowledge of French is considered an asset, enhancing the consultant's ability to engage with a broader range of professionals and resources.
Additional Notes:
The consultancy is expected to span 21 working days over a period of 10 months. The selected consultant will be required to provide a medical certificate of fitness for work. Travel is not applicable for this position, as the work will primarily be conducted remotely with support from IARC experts.
