Job Overview: The Legal Officer position is situated within the Institutional Law Division of the Legal Services Department at ESA. This role is critical in providing legal support and advice on a wide range of issues related to public international law, European law, and the national laws of ESA’s Member States. The Legal Officer will work under the direct supervision of the Head of the Institutional Law Division and will be part of a dynamic team of lawyers. The position requires a proactive approach to legal analysis, drafting legal documents, and negotiating agreements that align with ESA's strategic objectives. The Legal Officer will also engage with various stakeholders within the agency to ensure compliance with legal standards and regulations, thereby facilitating the smooth operation of ESA's activities and programs.
Duties and Responsibilities: The Legal Officer will be responsible for a variety of tasks, including but not limited to: providing comprehensive legal advice on matters related to public international law and relevant national laws; conducting thorough legal analyses and preparing detailed notes and briefs; drafting and negotiating legal agreements and instruments necessary for ESA's operations; advising on the formulation and application of the agency's regulations and policies; closely interacting with decision-makers to provide legal assistance; attending internal committees and boards to offer legal support; and performing other related duties as assigned. The role demands a strong understanding of the legal environment in which international organizations operate, as well as the ability to adapt to various legal fields.
Required Qualifications: Candidates must possess a master's degree in law, public international law, or administrative law. Additionally, at least 2 years of relevant legal experience is required, preferably within an international context, such as in an international organization, public administration, or private practice. Qualification for admission to the Bar in a national jurisdiction is considered an asset. Strong conflict resolution and negotiation skills are essential, along with the ability to draft and review complex legal submissions and conduct independent legal research. Excellent organizational skills and the ability to work under pressure while meeting tight deadlines are also crucial for success in this role.
