Job Overview: The position of International Consultant for Preparation of KIPs and ODS Disposal Reports involves a critical role in supporting the UNEP's OzonAction Compliance Action Programme (CAP). The consultant will be responsible for the timely preparation and development of high-quality project proposals and reports related to the management of waste-controlled substances in various Caribbean nations, including Saint Kitts & Nevis, Belize, and Grenada. The consultant will work closely with national consultants and stakeholders to ensure compliance with the Montreal Protocol and its amendments, particularly focusing on the phase-down of hydrofluorocarbons (HFCs). This role requires a comprehensive understanding of law" style="border-bottom: 1px dotted #007bff !important;">environmental law, governance, and the technical aspects of ozone-depleting substances, as well as the ability to integrate gender considerations into project design and implementation. The consultant will also conduct technical reviews of project submissions and provide recommendations to strengthen project design and ensure alignment with national commitments and international obligations.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including but not limited to: preparing the Kigali HFC Implementation Plan (KIP) for Saint Kitts & Nevis, conducting assessments of the national legislative and institutional frameworks, supporting national consultants in HFC surveys and data analysis, developing a comprehensive HFC phase-down strategy, preparing detailed project documents, and drafting all required KIP documents. Additionally, the consultant will analyze the inventory of banks of waste-controlled substances, develop policy recommendations, and prepare national management plans for ODS disposal. The consultant will also be responsible for reviewing project submissions for compliance with Multilateral Fund requirements and providing technical assistance to ensure the robustness of methodologies used for data collection and analysis.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in environmental sciences, sustainable development, environmental management, natural sciences, engineering, or a related discipline. A first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. A minimum of five years of progressively responsible experience in engineering, environmental science, or a related field is required, along with extensive experience in drafting projects for the Multilateral Fund or similar international mechanisms. Excellent written communication skills in English are essential, and knowledge of technical issues related to ozone-depleting substances is required. Experience in data collection, review, and management at the national level regarding HCFCs, HFCs, or related substances is also necessary.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in relevant fields such as environmental sciences, sustainable development, environmental management, natural sciences, or engineering. Candidates with a first-level university degree and additional qualifying work experience may also be considered. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable, indicating a strong analytical capability that is beneficial for the role.
Experience: The position requires a minimum of five years of progressively responsible experience in engineering, environmental science, or a related field. Languages: Fluency in spoken and written English is required for this consultancy, as it is the primary working language of the United Nations Secretariat.
