Job Overview:
The Program Officer for Instructional Design and Multimedia will play a crucial role in the Settle In program, which aims to provide essential information and support to newcomers through various platforms, including a website, mobile app, and social media. This position is responsible for designing and producing engaging learning experiences that cater to the diverse needs of newcomers. The role combines instructional design and multimedia production, focusing on creating multilingual, self-paced learning journeys that help newcomers build knowledge over time. The officer will work closely with the Senior Program Officer to establish instructional design standards and ensure that all content is accessible, culturally appropriate, and aligned with the needs of the target audience. The position requires a blend of creativity and technical skills to produce high-quality multimedia content that enhances the learning experience for newcomers.

Duties and Responsibilities:
The duties and responsibilities of the Program Officer include designing multilingual, self-paced learning journeys tailored for newcomer audiences, which involves setting learning objectives, sequencing content, and incorporating knowledge checks. The officer will apply instructional design principles and ensure that the content is accessible to individuals with varying levels of literacy and digital skills. Collaboration with the Senior Program Officer is essential to establish and review instructional design standards for Settle In content. The officer will also create multimedia content such as videos, infographics, and social media assets, managing the post-production process to ensure high-quality outputs. Coordination with the Digital Community team for voiceover, subtitling, and translation review is necessary, as well as ensuring that all content meets accessibility standards. The officer will maintain visual and instructional consistency across platforms, manage production timelines, and utilize data to assess content performance and contribute to project reports.

Required Qualifications:
Candidates must possess a Bachelor’s degree in instructional design, education, communications, or a related field, or have equivalent experience. A minimum of four years of professional experience in instructional design and multimedia production is required, with a focus on creating multilingual digital content for diverse populations. The ideal candidate will have demonstrated experience in designing self-paced learning for adult audiences and proficiency in video editing software such as Adobe Premiere, as well as graphic design tools like Adobe InDesign and Canva. Familiarity with social media platforms and knowledge of plain language principles and digital accessibility standards are also essential. Strong project management skills, attention to detail, and excellent communication abilities are necessary for success in this role.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as instructional design, education, or communications. Equivalent experience may also be considered in lieu of formal education. The candidate should have a solid understanding of instructional design principles and multimedia production techniques, as well as familiarity with e-learning tools and digital content creation.

Experience:
The position requires a minimum of four years of professional experience that combines instructional design and multimedia production. Candidates should have a proven track record of creating multilingual digital content and designing self-paced learning experiences for adult audiences. Experience in project monitoring and evaluation, as well as familiarity with refugee resettlement or immigration pathways, is highly desirable. Previous engagement with external subject matter experts and production vendors is also beneficial.

Languages:
Fluency in at least one of Settle In’s supported languages, which include Dari, Pashto, Spanish, and Haitian Creole, is preferred. This language proficiency will enhance the ability to create content that is accessible and relevant to the target audience. Additional language skills may be considered an asset.

Additional Notes:
This position is remote, with required domestic travel of up to 20%. The compensation for this role ranges from $80,000 to $85,000 per year, depending on various factors such as the labor market, job type, and individual candidate experience.
