Job Overview:
The Senior MEL Manager position is a critical role within the ACHIEVE Rwanda Project, reporting directly to the Project Director. The primary responsibility of the Senior MEL Manager is to design and implement comprehensive Monitoring, Evaluation, and Learning (MEL) activities and systems tailored to the ACHIEVE project. This includes developing detailed implementation plans, MEL Plans, and indicator reference sheets, as well as creating data collection and reporting instruments that align with the project's scope and context. The Senior MEL Manager will provide essential technical assistance and capacity building to subgrantees, ensuring that robust MEL systems are established and maintained effectively. The role also involves leading data collection, entry, management, quality assurance, analysis, and reporting processes. Regular data quality audits will be conducted under the supervision of the Project Director, and the Senior MEL Manager will contribute to donor and government reports, ensuring that all data is accurate and reflective of project progress. This position is exclusively open to Rwandan nationals, emphasizing the organization's commitment to local talent and expertise.
Duties and Responsibilities:
The Senior MEL Manager will have a comprehensive set of responsibilities, including but not limited to: leading the design and implementation of MEL activities to track project activities, outputs, and results; providing guidance to project teams and subgrantees for efficient M&E activities; supporting the Project Director with data compilation and analysis; ensuring strategic use of data for planning and reporting; harmonizing tools and SOPs for data management; contributing to donor reports; conducting routine data quality assessments; facilitating learning reviews with stakeholders; championing data-driven decision-making; coordinating weekly check-ins with subgrantees; providing onsite support for lifesaving activities; engaging with stakeholders for service transition planning; representing Pact at high-level engagements; leading MEL engagement with subgrantees; and managing the Senior MIS Officer to ensure high-quality outputs.
Required Qualifications:
Candidates must possess a Master’s degree along with at least 6 years of relevant experience or an equivalent combination of education and experience, which includes a minimum of 3 years in a management role. Additional qualifications include a Bachelor’s degree in public health, health sciences, statistics, monitoring and evaluation, or a related field. Candidates should have at least 4 years of experience leading monitoring, evaluations, reporting, and learning for data-intensive health programs, with up-to-date knowledge of PEPFAR MER guidance and DATIM. Experience with PEPFAR OVC programs is strongly preferred, as is proven experience in building the capacity of local implementers to conduct M&E activities for health and HIV/AIDS programs. Intermediate to advanced knowledge of M&E data collection and visualization software is also required, along with experience managing junior staff and establishing professional relationships with stakeholders.
Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field, such as public health, health sciences, statistics, or monitoring and evaluation. A Bachelor’s degree in a related field is also acceptable, particularly if accompanied by significant relevant experience. The emphasis is on candidates who have a strong foundation in health-related disciplines, particularly those that pertain to monitoring and evaluation in health programs.
Experience:
The position requires a substantial level of experience, specifically a minimum of 6 years in relevant roles, with at least 3 years in management positions. Candidates should have extensive experience leading monitoring, evaluation, reporting, and learning initiatives, particularly in data-intensive health programs. Experience with PEPFAR and OVC programs is highly desirable, as is a proven track record of building capacity among local implementers in M&E activities.
Languages:
Fluency in English and Kinyarwanda is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in both English and Kinyarwanda to effectively engage with local stakeholders and partners.
