Job Overview:
The Protection Officer is responsible for overseeing the day-to-day implementation of protection activities in Tawilah. This role includes leading protection monitoring, case identification, and referral processes through field visits, assessments, and community sensitization. The Protection Officer ensures the timely and accountable delivery of protection services in accordance with NRC policies and work plans. Additionally, the position involves supervising Technical Assistants and coordinating with partners, local authorities, and other NRC teams. The officer will also be responsible for reporting, monitoring and evaluation (M&E) support, and capacity-building for the field protection team, ensuring that the protection needs of the community are met effectively and efficiently.
Duties and Responsibilities:
The Protection Officer will lead the implementation of various components of protection monitoring, case identification, and referrals according to established tools, standard operating procedures (SOPs), and the annual work plan in Tawilah. Responsibilities include conducting regular visits to settlements to facilitate focus group discussions, observations, and quantitative surveys to inform protection monitoring. During field visits, the officer will identify protection cases, refer individuals in need, and follow up on these referrals. The officer must ensure that procurement, development, and distribution of materials and equipment are conducted timely and in accordance with established procedures. Additionally, the officer will ensure adherence to NRC policies, tools, handbooks, and guidelines, prepare and develop status reports as required by management, and ensure proper filing of documents. The officer will also monitor the beneficiary selection process to ensure accountability and transparency, promote technical improvements, and suggest capacity-building measures for the protection field team to the coordinator.
Required Qualifications:
Candidates must possess 2-3 years of experience working as protection staff with knowledge in case management and case identification within a humanitarian or recovery context. Previous experience in complex and volatile environments is essential, along with documented results related to the responsibilities of the position. Candidates should have a strong understanding of political and cultural contexts, particularly regarding displacement. Proficiency in English and Arabic, as well as other local languages, is required. Candidates should demonstrate excellent verbal and written communication skills, good computer literacy, and the ability to work effectively in a team. Knowledge of multi-sectoral humanitarian responses, including Protection, WASH, Shelter, and emergency distribution, is advantageous, as is experience in Protection programming.
Educational Background:
A university degree or technical school degree in social sciences is preferred, with fields such as education, political science, international relations, law, journalism, gender studies, or human rights being particularly relevant. This educational background will provide the necessary theoretical foundation for understanding the complexities of protection work in humanitarian settings.
Experience:
The position requires candidates to have a minimum of 2-3 years of relevant experience in protection roles, particularly in case management and identification within humanitarian contexts. Experience in challenging environments is crucial, as the role demands adaptability and resilience in the face of adversity. Candidates should also have a proven track record of achieving results related to the responsibilities outlined in the job description.
Languages:
Proficiency in English and Arabic is mandatory, with additional local languages being advantageous. Strong verbal and written communication skills in these languages are essential for effective interaction with beneficiaries and stakeholders.
