Job Overview:
The IPC/MNCH director" style="border-bottom: 1px dotted #007bff !important;">Technical Director is responsible for providing specialized technical leadership and ensuring quality assurance in infection prevention and control (IPC), maternal, newborn, and child health (MNCH) service readiness, and the integration of outbreak readiness into the existing MNCH community-to-facility pathway. This position plays a crucial role in supporting the design, implementation, monitoring, and continuous improvement of ACHIEVE's IPC and MNCH activities, ensuring that they align with global standards, evidence-based practices, and project objectives. The Technical Director will work to strengthen infection prevention and control measures, enhance facility readiness, build health worker and community capacity, improve risk communication, facilitate early identification and referral processes, and promote supportive supervision and quality improvement initiatives. The role requires close coordination with the Ministry of Health/Rwanda Biomedical Center (MoH/RBC), district health authorities, health facilities, and other partners to ensure that all activities are aligned with national guidelines and that MNCH outcomes are effectively implemented and sustained. The postholder will provide direct technical support to district health authorities, health center teams, and community structures, focusing on operational delivery and maintaining technical quality in all aspects of the role.
Duties and Responsibilities:
The IPC/MNCH Technical Director will have a comprehensive set of responsibilities, including but not limited to: providing technical guidance and quality assurance support for IPC, MNCH, and emergency preparedness activities; supporting the implementation of evidence-based approaches to enhance maternal, newborn, and child health service readiness and quality of care; offering technical assistance and capacity development support to implementing partners to integrate IPC and emergency preparedness practices into routine MNCH service delivery; monitoring implementation progress and ensuring timely achievement of project objectives, indicators, and deliverables; developing, adapting, and disseminating technical tools, standards, job aids, training materials, and quality improvement resources; conducting technical reviews of project deliverables, training curricula, reports, assessments, and implementation plans to ensure technical quality and consistency; supporting facility- and community-level assessments of service readiness, IPC practices, outbreak preparedness, and quality improvement efforts; contributing to routine monitoring, learning, and documentation of project achievements, lessons learned, and promising practices; maintaining a working-level liaison with district health authorities and sub-recipient field teams; participating in technical working groups as delegated; and performing all other duties as assigned.
Required Qualifications:
Candidates must possess a Master's degree and have at least 7 years of relevant experience or an equivalent combination of education and experience. They should have a strong knowledge of global technical standards and guidance related to IPC, MNCH, and health emergency preparedness. Additionally, candidates must demonstrate expertise in infection prevention and control, maternal, newborn, and child health, and/or epidemic and pandemic preparedness and response. Experience in supporting U.S.-donor funded health programs is also required.
Educational Background:
The educational background required for this position includes a Master's degree in a relevant field. A Bachelor's degree in public health, nursing, or a related discipline is preferred, especially for candidates who may not meet the Master's degree requirement but have significant experience in the field.
Experience:
The position requires a minimum of 7 years of relevant experience in the health sector, particularly in areas related to infection prevention and control, maternal, newborn, and child health, and emergency preparedness. Candidates should have a proven track record of working with health programs funded by U.S. donors, which demonstrates their ability to navigate the complexities of such initiatives and contribute effectively to program goals.
Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with external partners. Proficiency in Kinyarwanda or French would be considered an asset, as it may facilitate better communication with local stakeholders and communities.

This position is classified as mid-level management and is focused on operational delivery and technical quality. The role is full-time and based in Kigali, Rwanda.
