Job Overview:
The Grants and Finance Manager plays a crucial role in the day-to-day management of grants, financial, procurement, and administrative functions within Pact. This position is essential for ensuring that operations are efficient, well-documented, and compliant with Pact policies, donor requirements, and local laws. The manager will support partner capacity strengthening and ensure proper use and accountability of project funds. This role requires close collaboration with program teams to align financial resources with planned activities and results. The Grants and Finance Manager will provide hands-on financial management and grants administration support throughout the entire grant and financial management cycle, which includes subaward management, accounting, financial reporting, procurement, and general operations. The position is responsible for ensuring that all transactions and activities are processed accurately and in a timely manner, thereby contributing to the overall success of Pact's mission.
Duties and Responsibilities:
The Grants and Finance Manager will administer the full cycle of subaward management, which includes planning, selection, pre-award assessment, negotiation, award implementation, monitoring, amendments, and closeout, all in accordance with Pact and donor requirements. Responsibilities include coordinating and documenting pre-award assessments and due diligence of subawardees, reviewing financial management systems, internal controls, and procurement systems. The manager will work closely with program and technical teams to ensure subawards align with approved program activities and budgets. Monitoring subaward budgets, expenditures, and ensuring proper documentation is crucial. The manager will review subrecipient financial reports, conduct compliance visits, provide training and technical support, and maintain complete subaward records. Financial management duties include overseeing day-to-day finance operations, reviewing invoices, managing accounts payable and receivable, preparing bank reconciliations, and ensuring compliance with VAT requirements. The manager will also maintain procurement plans, coordinate procurement processes, and ensure proper documentation for audits. Additional responsibilities include coordinating administrative arrangements for meetings and maintaining an accurate asset and inventory register.
Required Qualifications:
Candidates must possess a Master's degree and have at least 7 years of relevant experience or an equivalent combination of education and experience. A minimum of 2 years of experience managing subawards/subgrants is required, along with demonstrated experience in financial management, budgeting, financial reporting, cash management, and compliance with donor requirements. Experience in procurement and administrative functions is also necessary. Familiarity with accounting systems, particularly Serenic Navigator, is advantageous. Candidates should have experience managing financial and grants requirements for U.S. Government-funded projects, including compliance with 2 CFR 200 and other regulatory requirements. Previous experience working with an international NGO is preferred.
Educational Background:
The position requires a Master's degree in a relevant field. This advanced educational background is essential for understanding the complexities of financial management, grants administration, and compliance with donor requirements. Candidates with a strong academic foundation in finance, accounting, or a related discipline will be better equipped to handle the responsibilities of this role effectively.
Experience:
The ideal candidate should have a minimum of 7 years of relevant experience in grants and finance management, with at least 2 years specifically focused on managing subawards and subgrants. This experience should encompass all aspects of financial management, including budgeting, financial reporting, and compliance with donor regulations. Candidates should also have a proven track record of working in international settings, particularly with NGOs, to ensure they are familiar with the challenges and requirements of managing funds in diverse environments.
Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with donors. Proficiency in Kinyarwanda or French would be considered a valuable asset, as it may facilitate better communication with local partners and stakeholders in Rwanda.
