The Danish Refugee Council (DRC) has been actively engaged in humanitarian responses in Lebanon since 2004, focusing on the needs of Palestinian, Iraqi, and Syrian refugees. The organization received its registration from the Ministry of Interior in 2011 and has since concentrated its efforts primarily on addressing the Syrian refugee crisis and its impact on the Lebanese host community. DRC Lebanon aims to respond to critical humanitarian needs while improving living conditions for displaced populations and contributing to durable solutions. With an annual portfolio of approximately $12 million and a workforce of over 200 staff members, DRC operates in various sectors, including protection and economic recovery, across regions such as Bekka, North Lebanon, and Beirut. Job Overview:
The Programme Team Leader (South) is a pivotal role within DRC, serving as the primary field-level programme focal point in South Lebanon. This position is responsible for overseeing the coordinated implementation of all assigned DRC programme activities in the region. The role encompasses a wide range of responsibilities, including managing activities across various sectors such as Protection, Economic Recovery, Shelter, Site Management, and emergency response. The Team Leader is expected to ensure effective people management, operational planning, budget oversight, compliance with donor requirements, and timely delivery of services. The position requires a strong understanding of the South Lebanon context, established relationships with local stakeholders, and a commitment to maintaining a regular field presence. The Team Leader is tasked with translating project commitments and technical guidance into actionable field plans, ensuring that assistance provided is safe, accountable, integrated, and of high quality.
Duties and Responsibilities:
The Programme Team Leader will be responsible for leading the field-level implementation of assigned projects, ensuring that activities are delivered on time, within the approved scope and budget, and in accordance with project targets and DRC procedures. The role includes acting as the first management point for day-to-day programme implementation issues, resolving operational challenges, and escalating significant concerns as necessary. The Team Leader will prepare and maintain project work plans, activity schedules, and procurement plans, ensuring that teams utilize approved tools and methodologies. A substantial field presence is required to supervise implementation, support staff, monitor programme quality, and respond to contextual developments. The Team Leader will also coordinate activities across various sectors to promote complementarity and avoid duplication, identify implementation delays and risks, and support emergency assessments and response planning.
Required Qualifications:
Candidates must possess a Bachelor’s degree in social sciences, international development, business or public administration, economics, engineering, humanitarian studies, or a related field. A combination of relevant education and substantial directly relevant experience may be considered. A minimum of four years of relevant experience with a humanitarian or development organization is required, including at least two years in a formal team leadership or programme management role. Previous experience with DRC and familiarity with its programme management tools, internal procedures, and operational systems is highly desirable. Candidates should demonstrate experience in managing staff, setting priorities, and addressing implementation challenges, as well as practical project-cycle management experience.
Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field such as social sciences, international development, business or public administration, economics, engineering, or humanitarian studies. Candidates with a combination of relevant education and substantial directly relevant experience may also be considered for the role.
Experience:
The position requires a minimum of four years of relevant experience in humanitarian or development work, with at least two years in a formal team leadership or programme management role. Candidates should have demonstrated experience managing staff, overseeing humanitarian or recovery programmes, and coordinating with various stakeholders, including public authorities and community representatives. Experience in emergency response and managing multisector delivery under technical guidance is also essential.
Languages:
Professional working proficiency in Arabic and English is mandatory for this position. Knowledge of additional languages may be considered an asset but is not required.

The contract length for this position is one year, with a designated duty station in Saida/Tyre. The expected start date is October 15, 202
