Job Overview:
The Shelter/WASH Engineer position is crucial for the technical implementation of NRC’s infrastructure projects within the South Area Office. This role involves leading the design, assessment, and construction supervision of various community infrastructure projects, including market rehabilitation, footbridges, river embankments, boreholes, and water systems. The Shelter/WASH Technical Officer will collaborate closely with partners, government stakeholders, and local communities to ensure the delivery of safe, durable, and context-appropriate infrastructure solutions. The position requires a proactive approach to project management, ensuring adherence to NRC policies and guidelines while promoting innovative and cost-effective engineering solutions that are resilient to climate change. The officer will also be responsible for preparing technical reports and maintaining comprehensive documentation of project progress, ensuring that all activities align with donor requirements and NRC standards.
Duties and Responsibilities:
The duties and responsibilities of the Shelter/WASH Technical Officer include leading technical assessments and engineering design for Shelter/WASH infrastructure projects, ensuring compliance with approved technical specifications and donor requirements. The officer will develop innovative, cost-effective, and climate-resilient engineering solutions, particularly for riverine infrastructure along the Shabelle River. Responsibilities also encompass project reporting, including activity progress reports and infrastructure assessments, as well as managing procurement and tender processes for civil works and drilling services. The officer will prepare and manage tender documentation, conduct site investigations, and provide day-to-day technical supervision of construction and drilling activities. Additionally, the officer will build the capacity of assistants and community members through training and mentoring, maintain comprehensive project documentation, and monitor and evaluate infrastructure activities to ensure compliance with NRC policies and standards. The role also involves preparing monthly cash flow forecasts and verifying the quality of civil works against technical specifications.
Required Qualifications:
Candidates for the Shelter/WASH Technical Officer position must possess a university degree in Water Engineering, Civil Engineering, Environmental Engineering, or Hydrology. A minimum of three years of relevant work experience in WASH and Shelter projects within a humanitarian or recovery context is required. Experience in implementing integrated WASH activities, both software and hardware, is essential, along with a proven track record of results related to the position's responsibilities. Knowledge of AutoCAD, WaterCAD, or similar civil works design software is highly desirable, as is familiarity with the context in Southern Somalia. Strong communication and interpersonal skills are necessary, along with fluency in English, both written and verbal. The ideal candidate will be a positive individual with the ability to build trust and navigate complex environments effectively.
