Job Overview:
The Shelter and Settlement Team Leader is a pivotal role within the Danish Refugee Council, focusing on managing the organization's response to shelter and infrastructure rehabilitation needs in Southern Ukraine. This position entails leading the Shelter Rehabilitation Team, providing essential technical support and guidance, and ensuring that all technical aspects of the sector activities are effectively planned, implemented, and followed up. The Team Leader is expected to foster strong relationships with affected individuals, relevant stakeholders, and other humanitarian actors to facilitate the successful implementation and coordination of DRC's sector activities. The role requires exceptional leadership and organizational skills to navigate the complexities of humanitarian work in a challenging environment, ensuring adherence to DRC procedures and contributing to the development of strategic action plans that align with the organization's mission.
Duties and Responsibilities:
The main duties and responsibilities of the Shelter and Settlement Team Leader include: Management of the team, which encompasses staff planning, performance evaluation, well-being, and professional development. Ensuring effective planning and quality implementation of all housing and settlement rehabilitation activities, conducting regular performance monitoring and quality assessments, and providing necessary technical support. Timely reporting on the status of projects through weekly and monthly updates. Overseeing program implementation within budgetary constraints and work plans, participating in the preparation of core reports and budgets for donors, and leading the team in conducting monitoring and data assessments. Collaborating with internal and external technical experts on sector issues, representing DRC in relevant meetings, and ensuring effective coordination. Developing project plans and budgets for funding, monitoring project instruments, and evaluating project outcomes. Managing logistics and financial commitments, ensuring adherence to budgetary guidelines, and coordinating logistics and personnel movements across operational regions. Initiating procurement processes and ensuring timely execution of distribution plans to the logistics department.
Required Qualifications:
To qualify for this position, candidates must possess a completed higher specialized engineering education in fields such as construction, architecture, energy, or water supply. Proven managerial skills and competence in people management are essential, along with an excellent command of MS Office applications including Word, Excel, and PowerPoint. Fluency in Ukrainian and an advanced level of English are mandatory. Candidates should also demonstrate a commitment to DRC's core competencies, including striving for excellence, collaboration, leadership, effective communication, and integrity.
Educational Background:
Candidates are required to have a higher specialized engineering education, specifically in areas related to construction, architecture, energy, or water supply. This educational background is crucial for understanding the technical aspects of shelter and infrastructure rehabilitation projects.
Experience:
The position requires at least 3 years of experience in management roles related to construction projects or enterprise operations, along with a minimum of 1 year of practical experience in the NGO sector. This experience is vital for effectively leading the Shelter Rehabilitation Team and managing the complexities of humanitarian projects.
Languages:
Fluency in Ukrainian is mandatory, and candidates must also possess an advanced level of English. Knowledge of additional languages may be considered an asset, enhancing communication with diverse stakeholders and communities.
Additional Notes:
The contract for this position is initially set for 9 months, with the possibility of extension based on performance and the availability of funding following a successful 3-month probationary period. The position is classified under Band G-managerial, with the designated duty station being Mykolaiv. The anticipated start date for this role is November 202

- The salary and employment conditions are determined according to the Terms of Employment for National Staff of the Danish Refugee Council, starting from EUR 2,373 gross per month, contingent upon the candidate's experience and qualifications.
