Job Overview:
The Information Management & Accountability Specialist position at DRC is designed to enhance the organization's information management systems and accountability frameworks within its South Sudan programs. The role is pivotal in ensuring that data management, analysis, and reporting are conducted efficiently and effectively, thereby supporting the overall program delivery and decision-making processes. Under the supervision of the MEAL Manager, the Specialist will be responsible for managing the Activities, Indicators and Beneficiary Tracking Tool (AIPTT), ensuring that data is accurately collected, analyzed, and reported. This position also involves the digitization of Community Feedback Mechanisms (CFM) and the strengthening of accountability systems, which are crucial for maintaining transparency and responsiveness to the needs of beneficiaries. The Specialist will play a key role in capacity building, training staff on information management systems and tools, and ensuring that data quality is upheld throughout the organization.

Duties and Responsibilities:
The duties and responsibilities of the Information Management & Accountability Specialist include:
  • Managing and providing technical support for data collection, management, analysis, visualization, and reporting systems.
  • Serving as the focal point for the Activities, Indicators and Beneficiary Tracking Tool (AIPTT), ensuring timely updates and accurate documentation.
  • Supporting the development and digitalization of MEAL and program tools to enhance data management processes.
  • Developing and maintaining Power BI dashboards, reports, and other information products to facilitate data visualization.
  • Conducting data cleaning, validation, and quality checks to ensure the integrity of information.
  • Providing data and analysis for proposals, program reviews, donor reporting, and other reporting requirements.
  • Offering technical support and follow-up to program and field teams to enhance data management practices.
  • Supporting the digitization and management of Community Feedback Mechanisms and accountability systems.
  • Analyzing feedback and contributing to accountability reporting and trend analysis. 1
  • Training and supporting MEAL, program, and field teams on information management systems and reporting tools. 1
  • Conducting field visits to monitor data quality and reporting requirements. 1
  • Performing other duties as assigned by the MEAL Manager.

Required Qualifications:
The required qualifications for the Information Management & Accountability Specialist position include:
  • A Bachelor’s degree in Information Technology, Computer Science, Social Sciences, or a related field.
  • Additional training or certification in MEAL, Information Management, Data Analysis, or Accountability is considered an advantage.
  • Strong analytical, reporting, communication, and training skills are essential for this role.
  • Proficiency in using data management systems and digital data collection tools is required.
  • Good computer literacy and experience working with International Non-Governmental Organizations (INGOs) is preferred.

Educational Background:
Candidates applying for the Information Management & Accountability Specialist position must possess a Bachelor’s degree in a relevant field such as Information Technology, Computer Science, or Social Sciences. Additional qualifications, such as training or certification in Monitoring, Evaluation, Accountability, and Learning (MEAL), Information Management, Data Analysis, or related areas, will be viewed favorably and may enhance a candidate's application.

Experience:
The position requires a minimum of 5 years of experience in information or data management, preferably within a humanitarian context. Candidates should have strong skills in Excel, including advanced formulas and data management capabilities using both online and offline platforms. Experience in managing large datasets, developing databases, and utilizing data visualization tools such as Power BI is essential. Familiarity with systems integration, APIs, XML, or related technologies is considered an advantage. The role also demands strong analytical skills, effective communication abilities, and experience in training and capacity building.

Languages:
Full professional proficiency in English is mandatory for this position. Knowledge of Arabic or other local languages is considered an advantage, as it may facilitate better communication with local communities and stakeholders.
