Job Overview:
The E T Consultant position at the World Bank involves providing operational, analytical, and technical support to the health team in Morocco. The consultant will play a crucial role in the preparation, implementation, supervision, and monitoring of health sector operations and analytical activities. This position is essential for supporting the Government of Morocco in its ambitious health sector reform agenda, which includes improving governance, health financing, service delivery, and advancing Universal Health Coverage (UHC). The consultant will work closely with various stakeholders, including government counterparts and development partners, to ensure effective implementation of health projects and policies.

Duties and Responsibilities:
The consultant will be responsible for a range of duties, including:
  • Supporting the preparation and supervision of World Bank-financed health sector operations.
  • Contributing to the preparation of aide-memoires, implementation support reports, briefing notes, presentations, and management updates.
  • Monitoring implementation progress and following up on agreed actions with government counterparts.
  • Maintaining implementation tracking tools and action matrices.
  • Supporting the preparation and organization of missions and technical meetings, participating in missions, stakeholder consultations, and technical discussions.
  • Providing technical support on health system reforms, including governance, financing, service delivery, human resources, quality of care, and health information systems.
  • Liaising with counterparts from various ministries and stakeholders involved in the health sector reform agenda.
  • Delivering outputs as required by the work program, including technical notes, analytical inputs, and portfolio monitoring products.

Required Qualifications:
Candidates must possess a Master's degree or higher in fields such as Public Health, Health Economics, Health Policy, Health Systems Management, or Public Administration. Additionally, a minimum of 5 to 10 years of relevant professional experience is required, demonstrating expertise in health systems strengthening, health sector reform, and health policy. Proven experience working with Moroccan government institutions, particularly in the health sector, is essential, along with a strong understanding of Morocco's health system and institutional environment. Experience in implementing complex reform programs or development projects is also necessary.

Educational Background:
The educational background required for this position includes a Master's degree or higher in relevant fields such as Public Health, Health Economics, Health Policy, Health Systems Management, or Public Administration. This advanced education is crucial for understanding the complexities of health systems and policies, as well as for effectively contributing to the World Bank's health initiatives in Morocco.

Experience:
The position requires a minimum of 5 to 10 years of relevant professional experience. Candidates should have demonstrated experience in health systems strengthening, health sector reform, health policy, or health sector management. Experience working with Moroccan government institutions, particularly in the health sector, is highly valued. Additionally, candidates should have a proven track record of supporting the implementation of complex reform programs or development projects, showcasing their ability to navigate the intricacies of health systems.

Languages:
Fluency in both French and English (written and spoken) is mandatory for this position. Knowledge of Arabic (Darija) is considered an asset, as it may facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.

Additional Notes:
The position is a full-time Extended Term Consultant (ETC) appointment for an initial period of one year, with the possibility of renewal based on satisfactory performance, business needs, and funding availability. The consultant will be based in Rabat, Morocco, and is expected to work closely with the World Bank health team on a daily basis. Travel within Morocco may be required as part of the role. The ETC contract includes applicable benefits under World Bank policies, such as health insurance and leave entitlements.
