Job Overview:
The Team Leader will play a crucial role in the National Youth Opportunities Towards Advancement (NYOTA) Project, which is supported by the World Bank and implemented by the Government of Kenya through the Micro and Small Enterprises Authority (MSEA). This project aims to expand employment and entrepreneurship opportunities for vulnerable youth. The Team Leader will provide overall technical, operational, and quality leadership for the design, adaptation, and delivery of the NYOTA Business Development Services (BDS) package specifically tailored for refugee youth. This position requires coordination of implementation teams across Turkana and Garissa, ensuring that program delivery meets MSEA requirements for quality, inclusion, oversight, and reporting. The role is pivotal in ensuring that the project meets its objectives and effectively serves the target population.

Duties and Responsibilities:
The Team Leader will be responsible for leading the overall planning and implementation of the BDS assignment, coordinating delivery across Kakuma Refugee Camp, Kalobeyei Settlement, and Dadaab Refugee Complex. This includes supervising BDS Delivery Specialists, trainers, mentors, and other implementation personnel across participating counties. The Team Leader must maintain availability for the full duration of the assignment, supporting timely mobilization, sequencing, and delivery of all required activities. Additionally, the role involves leading the contextual assessment and the review, selection, adaptation, and finalization of BDS, socio-emotional skills, and mentorship curricula for refugee youth. The Team Leader will oversee the piloting and refinement of training materials, ensuring they are practical, experiential, trauma-informed, and accessible to participants with varying literacy and ability levels. Implementation oversight includes overseeing Training of Trainers, classroom BDS delivery, structured mentorship, business networking, and market-linkage activities, ensuring safe and meaningful participation for women, girls, and persons with disabilities. The Team Leader will also ensure accurate documentation of training and mentorship delivery, lead quality assurance, and coordinate closely with DRC management, MSEA, and other relevant stakeholders.

Required Qualifications:
Candidates must possess at least eight (8) years of experience in entrepreneurship programs, with a minimum of five (5) years in business/entrepreneurship training and/or livelihoods programs involving refugee communities. A demonstrated understanding of the Kenyan micro and small enterprise context, particularly in refugee settings, is essential. Additionally, candidates should have experience in gender-responsive and disability-inclusive program design in humanitarian or displacement-affected contexts, as well as the ability to coordinate and supervise multi-disciplinary teams across participating counties.

Educational Background:
A Master’s degree in a relevant discipline is required for this position. This educational background is crucial for understanding the complexities of the role and the challenges faced by the target population.

Experience:
The position requires a significant level of experience, specifically at least eight (8) years in entrepreneurship programs, with a focus on business training and livelihoods programs that engage refugee communities. This experience is vital for effectively leading the project and ensuring its success.

Languages:
Proficiency in written and spoken English and Kiswahili is mandatory for this position. These language skills are essential for effective communication with stakeholders, participants, and team members.

Additional Notes:
The contract for this position is for one year, with the possibility of extension subject to funding and performance. The salary and other conditions will be offered in accordance with DRC’s Terms of Employment. The duty station is roving within various DRC duty stations, specifically Kakuma/Kalobeyei (Turkana) and Dadaab (Garissa).
