Job Overview:
The Regional HIV/TB Clinical Coordinator is responsible for providing technical leadership and coordination for the implementation, quality improvement, and scale-up of comprehensive HIV and TB services under the EpiC project in Tanzania. This role involves strategic and technical guidance to enhance the quality, coverage, integration, and effectiveness of HIV/TB services across supported Police and Prisons (PnP) and public health facilities in the assigned region. The incumbent will lead efforts in clinical mentorship, capacity strengthening, and resolving clinical and programmatic challenges while promoting evidence-based improvements in service delivery and patient outcomes across the HIV/TB continuum of care. The position requires close collaboration with regional and district health authorities, facility teams, PnP counterparts, and other stakeholders to strengthen coordination and implementation of HIV/TB services, ensuring self-reliance and sustainability of these programs.
Duties and Responsibilities:
The duties and responsibilities of the Regional HIV/TB Clinical Coordinator include overseeing the technical implementation and quality of services related to HIV/TB prevention, care, and treatment. The incumbent will ensure that all project components are executed in alignment with project objectives and expected outcomes. They will lead and coordinate regional technical activities, providing technical leadership to ensure quality and consistency in program objectives. The role involves monitoring program performance against targets, identifying service delivery gaps, and providing timely technical support to address emerging challenges. The coordinator will also build capacity for regional and district health management teams (R/CHMTs) in program management, participate in strategic planning sessions, and provide direct technical support to healthcare facilities. Additionally, the coordinator will facilitate training and mentorship sessions for health workers, coordinate supportive supervision, and collaborate with monitoring and evaluation teams to assess program effectiveness. The position requires maintaining good relationships with health facility staff and ensuring compliance with national guidelines and standard operating procedures.
Required Qualifications:
Candidates must possess expertise and strong knowledge of HIV/TB prevention, testing, care, and treatment services. A thorough understanding of Tanzania's Ministry of Health policies, USG guidelines, and quality standards related to TB and TB/HIV programs is essential. The role requires demonstrated skills in clinical mentorship, coaching, supportive supervision, and capacity building, along with strong leadership and team management abilities. Excellent verbal, written, and interpersonal communication skills are necessary, as well as the ability to analyze program data for performance monitoring and evidence-based decision-making. Candidates should also demonstrate cultural sensitivity and an understanding of the political and ethical issues relevant to the work.
Educational Background:
A degree in Medicine or a related field with relevant national registration is required. A Master’s degree in Public Health (MPH) or an international equivalent is considered an added advantage.
Experience:
Candidates should have a minimum of 8 years of professional experience in HIV/TB clinical services, preferably within public health or donor-funded programs. Proven experience in HIV/TB program implementation, clinical mentorship, supportive supervision, and quality improvement is essential. Experience working with the Ministry of Health, regional and district health management teams, healthcare facilities, civil society organizations, and implementing partners is highly desirable. Demonstrated experience in program monitoring, data analysis, and reporting is also required, along with experience in multi-stakeholder and regional program environments.
Languages:
Fluency in English and Kiswahili is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes:
The position involves typical office demands, including the ability to spend long hours at a computer and perform repetitive tasks. The role may require domestic travel (10% - 25%) to councils and health facility project sites for technical assistance and supportive supervision. FHI 360 offers a competitive compensation package, with an expected hiring salary range of TZS 90,000,000 - 95,000,000 for annual basic salary.
