Job Overview:
The Technical Field Manager (TFM), also referred to as the Land Release Project Officer (LRPO), plays a crucial role in providing technical advice and support to national staff involved in Humanitarian Mine Action (HMA) activities. The TFM is responsible for mentoring and guiding teams engaged in High Threat Search and Clearance, Battle Area Clearance (BAC), Improvised Explosive Device (IED) clearance, Non-Technical Surveys (NTS), and the Land Release Process. The position is primarily based in Deir ez-Zur, Syria, but requires travel to various operational areas, often necessitating close engagement with local communities to foster acceptance and cooperation. The TFM will contribute to project planning, monitoring, evaluation, and reporting, ensuring that all activities align with established frameworks and standards. This role is vital in transitioning from pure humanitarian operations to early recovery interventions in a context marked by ongoing challenges and vulnerabilities.

Duties and Responsibilities:
  • Contribute to project planning and implementation by preparing activities, tools, and resources, ensuring proper allocation and adherence to the action plan.
  • Monitor project progress, evaluate outcomes, and ensure compliance with reporting requirements.
  • Manage project data by implementing appropriate data collection and management tools in line with global standards.
  • Facilitate coordination among project teams and support services to enhance collaboration and project implementation.
  • Engage in external communication about the project with partners, authorities, and stakeholders.
  • Participate in emergency preparedness initiatives and adapt working arrangements during emergencies to ensure effective humanitarian responses.
  • Provide technical guidance and expertise, ensuring compliance with international norms and standards, conducting training, and facilitating technical learning from project experiences.

Required Qualifications:
Candidates must possess relevant and certified Explosive Ordnance Disposal (EOD) and Improvised Explosive Device Disposal (IEDD) qualifications from accredited institutions. IMAS Level 3+ certification and IEDD qualifications are essential to meet organizational needs. Candidates should demonstrate ethical values, possess excellent organizational and time management skills, and be capable of adapting communication to diverse intercultural environments. Teamwork and cooperation are critical skills for this role.

Educational Background:
A relevant educational background in fields related to humanitarian mine action, engineering, or a similar discipline is required. Candidates should have certifications that validate their expertise in EOD and IEDD operations, ensuring they meet the technical demands of the position.

Experience:
A minimum of four years of experience in implementing humanitarian mine action policies, particularly in land release operations, is required. Candidates should have a proven track record of working in challenging environments and managing teams effectively.

Languages:
Advanced proficiency in English is mandatory, with strong writing skills being essential. Proficiency in Arabic is considered an asset, enhancing communication with local communities and stakeholders.

Additional Notes:
The position is an unaccompanied role with a 12-month international contract starting in October 2026, based in Deir ez-Zur, Syria. The contract includes social coverage tailored to the mission context, such as unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary is commensurate with experience, and additional benefits include a per diem of 533 € net/month, a hardship allowance of 500 € net/month, 25 days of paid leave per year, and a rest and recuperation (R&R) period of 5 days every 8 weeks.
