Job Overview:
The NDC Climate Reporting Specialist position is a unique opportunity to contribute to national climate action reporting efforts in Mauritius. The incumbent will play a crucial role in supporting the Ministry of Environment, Solid Waste Management and Climate Change in enhancing the country's climate reporting mechanisms. This role involves working closely with various stakeholders, including government officials, international partners, and local organizations, to track progress towards climate goals and ensure compliance with international climate agreements. The specialist will be responsible for operationalizing the Climate Reporting Unit, developing sectoral guidelines, and facilitating capacity-building initiatives to strengthen the skills of relevant stakeholders in climate data collection, analysis, and reporting. The position requires a proactive approach to identifying resource needs and developing training programs to enhance the capabilities of the Climate Reporting Unit and its partners. The incumbent will also support the establishment of a Climate Change Subcommittee to oversee climate reporting efforts and ensure coherence with sustainability reporting requirements.

Duties and Responsibilities:
  • Support the operationalization of the Climate Reporting Unit by proposing recommendations for effective operation, including Terms of Reference, Standard Operating Procedures, and Human Resource Strategies. Conduct resource needs assessments and develop training plans to ensure compliance with the Enhanced Transparency Framework (ETF) requirements.
  • Coordinate virtual and in-person consultation meetings with stakeholders to elaborate on Biennial Transparency Reports (BTR) and National Communications (NC).
  • Build in-house capacity by enhancing the skills of staff within the Climate Reporting Unit to engage with stakeholders for data collection and analysis.
  • Organize national validation workshops to finalize BTR and NC.
  • Provide support for the establishment of the Climate Change Subcommittee on Climate Reporting, assisting in agenda setting and meeting facilitation.
  • Analyze training needs of stakeholders from government, private sector, and civil society organizations, and develop training materials to build national capacity.
  • Maintain a database of training conducted and beneficiaries, and identify continuous training opportunities for stakeholders on climate reporting and ETF compliance.

Required Qualifications:
The position requires a Master's degree (or equivalent) in Statistics, Data Science, Mathematics, Science, Engineering, or related fields, along with 5 years of relevant experience. Alternatively, a Bachelor's degree (or equivalent) in the same fields with 2 additional years of relevant experience is acceptable. Candidates must have relevant experience in climate data collection, analysis, monitoring, reporting, and verification, preferably in both public and private sectors. Knowledge of the country's context regarding climate change is essential, as is experience working with multistakeholder teams. Desired qualifications include experience with national GHG inventories, ETF compliance, and familiarity with IFRS S1 and S2 standards.

Educational Background:
Candidates must possess a Master's degree (or equivalent) in a relevant field such as Statistics, Data Science, Mathematics, Science, or Engineering. Alternatively, a Bachelor's degree in one of these fields, combined with additional relevant experience, is acceptable. The educational background should provide a strong foundation in quantitative analysis and data management, which are critical for the role.

Experience:
The position requires relevant experience in the public and/or private sector, focusing on climate data collection, analysis, monitoring, reporting, and verification. Candidates should have experience working with multistakeholder teams and possess knowledge of the country's climate change context. Desired experience includes working on national GHG inventories and familiarity with sustainability reporting frameworks, particularly those aligned with the Enhanced Transparency Framework (ETF).

Languages:
Fluency in English is required for this position, as it is the primary language of communication. Proficiency in French is desirable, as it may be beneficial for engaging with local stakeholders and partners. Knowledge of Mauritian Creole is also a plus, as it can facilitate communication with a broader audience in Mauritius.

Additional Notes:
This is a retainer national vacancy for a duration of twelve months, with a maximum of 220 working days and the possibility of extension based on satisfactory performance and availability of funds. The position is home-based, meaning the incumbent will work from government facilities rather than a UNOPS office.
