Job Description
Job Posting Organization:
The International Rescue Committee (IRC) is a global humanitarian organization that responds to the world's worst humanitarian crises. Founded in 1933, IRC has been dedicated to helping people affected by conflict and disaster to survive, recover, and rebuild their lives. With a mission to restore dignity and hope to those in need, IRC operates in over 40 countries and has a workforce of more than 14,000 employees. The organization focuses on various sectors, including health, education, economic wellbeing, and protection, ensuring that the most vulnerable populations receive the support they need. IRC is committed to upholding the highest standards of professional conduct and safeguarding, ensuring that all employees adhere to its core values of integrity, service, equality, and accountability.

Job Overview:
The P&C Design and Change Management Specialist plays a crucial role in ensuring that the People and Culture (P&C) transformation initiatives are effectively adopted across the IRC's global workforce. This position is not merely about the technical delivery of projects such as Workday enhancements, process redesigns, and digital rollouts; it focuses on the people-readiness aspect of these transformations. The specialist will assess who is affected by the changes, gauge their readiness, identify potential issues, and proactively address them before they escalate. Collaborating closely with the Training & Learning Delivery Specialist, Business Analysts, and P&C Partners, the specialist will design a comprehensive change management approach for each initiative, embedding it from the outset. This includes conducting stakeholder impact assessments, ensuring that training is tailored to the actual needs of the workforce, and tracking adoption metrics post-launch to ensure successful implementation.

Duties and Responsibilities:
The duties and responsibilities of the P&C Design and Change Management Specialist include:
  • Designing and executing structured change management plans for assigned P&C transformation initiatives, utilizing recognized methodologies such as ADKAR or Prosci.
  • Conducting stakeholder impact assessments at the beginning of each initiative to identify affected populations, scale of change, adoption risks, and readiness gaps.
  • Developing stakeholder engagement plans that outline appropriate messaging, channels, and timing for each audience.
  • Building and executing communication plans for transformation initiatives, drafting content that is suitable for various audiences in coordination with the Transformation & Digital Delivery Manager and relevant P&C teams.
  • Identifying and managing change resistance proactively, developing strategies to address blockers, and escalating significant risks with clear recommendations.
  • Establishing change readiness checkpoints prior to go-live, using tools and criteria to assess team preparedness.
  • Defining and tracking adoption readiness metrics, identifying areas of lagging adoption, and recommending targeted interventions.
  • Documenting change risks as part of regular project governance, providing clear recommendations for mitigation.
  • Partnering with the Training & Learning Delivery Specialist to ensure that stakeholder assessments inform training design. 1
  • Conducting post-implementation reviews to evaluate change effectiveness for major initiatives and staying updated on best practices in change management.

Required Qualifications:
Candidates must possess 3-5 years of experience in change management or P&C/HR transformation roles. They should have demonstrated experience in executing structured change management processes on P&C technology or business transformation projects. Familiarity with change management tools, templates, or frameworks is essential, along with a solid working knowledge of Workday from an end-user or project delivery perspective, which is considered a strong advantage. A change management certification such as Prosci, CCMP, or an equivalent is also advantageous. Experience in a complex, matrixed organization is preferred, as is the ability to communicate clearly and adaptively across various audiences, from frontline users to senior stakeholders.

Educational Background:
The educational background required for this position typically includes a bachelor's degree in human resources, organizational development, business administration, or a related field. Advanced degrees or certifications in change management or organizational development may be preferred, as they demonstrate a deeper understanding of the principles and practices necessary for effective change management.

Experience:
The ideal candidate should have a minimum of 3-5 years of relevant experience in change management or P&C/HR transformation roles. This experience should include practical application of change management methodologies and tools in real-world scenarios, particularly in relation to technology or business transformation projects. Familiarity with the dynamics of working in a complex, matrixed organization is also beneficial, as it equips the candidate to navigate the challenges of change management effectively.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Proficiency in additional languages, particularly Spanish or French, is considered a strong asset, as it can enhance communication with diverse teams and stakeholders across IRC's global operations.

Additional Notes:
This position is remote and open to internal candidates based in countries where IRC operates, specifically those who have the right to work in their location. Successful candidates will be hired on a local employment contract and compensated according to the local salary scale. The working environment is standard office-based, with the flexibility to work remotely 2-3 days per week. IRC is an Equal Opportunity Employer and considers all applicants based on merit, without regard to race, sex, color, national origin, religion, sexual orientation, age, marital status, veteran status, disability, or any other characteristic protected by applicable law. All IRC employees are expected to adhere to the core values and principles outlined in the IRC Way - Standards for Professional Conduct.
