Job Overview:
As a member of the CAPACities project team, the CRS Project Officer will play a crucial role in monitoring and reporting on all project activities aimed at supporting the poor and vulnerable populations served by Catholic Relief Services. The officer will be responsible for ensuring that the project adheres to best practices and continuously seeks to enhance its impact. The position requires a thorough and service-oriented approach to project management, ensuring that all activities align with CRS program quality principles, donor requirements, and established good practices. The officer will also be involved in coordinating project evaluation activities and assisting local partners in data collection and analysis, thereby contributing to the overall accountability and effectiveness of the project.

Duties and Responsibilities:
The CRS Project Officer will have a comprehensive set of responsibilities, including:

• Supporting the coordination and organization of all assigned project activities as outlined in the detailed implementation plan, ensuring compliance with CRS program quality principles and standards.
• Facilitating accountability by coordinating project evaluation activities and assisting partners in collecting and analyzing project data using specified mechanisms and tools.
• Collaborating with local partners to prepare timely reports according to the established reporting schedule.
• Completing project documentation for assigned activities and assisting in identifying information for case studies and reports on promising practices.
• Ensuring that documentation and learning accompany project activities throughout the project cycle.
• Analyzing implementation challenges and reporting inconsistencies or gaps to inform necessary adjustments to plans and schedules.
• Supporting and coordinating capacity-building and technical support activities to ensure that community-based disaster risk reduction (DRR) work is implemented according to project guidelines and standards.
• Ensuring that project reports and documentation for assigned activities are complete and filed according to agency and donor requirements.

Required Qualifications:
The position requires a Bachelor’s degree relevant to the area of work, along with a minimum of 2 years of experience in project support. Candidates should have experience in participatory action planning and community engagement. Preferred qualifications include experience in coordinating and monitoring project activities, as well as collecting relevant data. Experience in the field of disaster risk reduction (DRR) and climate resilience, particularly within an NGO context, is considered a plus. Candidates should also possess strong relationship management skills, attention to detail, and the ability to work closely with local partners and community members.

Educational Background:
Candidates must hold a Bachelor’s degree relevant to the area of work. This educational background is essential to ensure that the candidate has the foundational knowledge necessary for effective project support and implementation.

Experience:
The position requires a minimum of 2 years of relevant work experience in project support. This experience should ideally include roles that involve coordinating and monitoring project activities, as well as engaging with community members and stakeholders in a participatory manner. Experience in the field of disaster risk reduction and climate resilience is preferred, particularly within the context of non-governmental organizations (NGOs).

Languages:
Proficiency in Bisaya, Tagalog, and English is required for this position. These language skills are essential for effective communication with local partners, community members, and project stakeholders.

Additional Notes:
The position may involve supervisory responsibilities for a contractual Field Assistant as needed. The successful candidate must be willing and able to travel up to 30% as part of their role.
