Job Overview:
The International Consultant for Health coordination" style="border-bottom: 1px dotted #007bff !important;">Cluster Coordination Support will play a crucial role in providing operational, strategic, and field-level support to the WHO-led Health Cluster coordination mechanism in Cox’s Bazar, Bangladesh. This position emphasizes partner coordination, strategic planning, integration of Health and Nutrition (H&N) services, emergency preparedness and response, funding and donor analysis, and monitoring and reporting. The consultant will work closely with various stakeholders, including UN agencies, NGOs, and government bodies, to ensure the effective delivery of health services to the Rohingya population and surrounding communities. The consultant will be responsible for delivering high-quality coordination products and engaging regularly with field operations to address health service gaps and ensure continuity during emergencies.

Duties and Responsibilities:
The consultant will be tasked with several key duties, including:
  • Coordinating the monthly Health Cluster Coordination Meeting and SAG meetings, ensuring effective agenda preparation and follow-up on partner inputs.
  • Drafting and revising situation reports and cluster bulletins based on validated information.
  • Engaging in field coordination missions to assess service gaps and facilitate health service transitions.
  • Reviewing and refining strategic objectives and planning assumptions for the Joint Response Plan (JRP) 202
  • Maintaining the health and nutrition facility-level readiness matrix and coordinating Health and Nutrition taskforce meetings.
  • Contributing to emergency preparedness and response analyses, including coordinating inputs for rapid response during acute incidents. The consultant will be expected to deliver monthly reports, bulletins, and various strategic documents by specified deadlines throughout the contract period.

Required Qualifications:
Candidates must possess a first university degree in medicine, public health policy, social sciences, or a related field. Additional training or certification in humanitarian health coordination, emergency preparedness, or Health Cluster coordination is desirable. Essential qualifications include strong knowledge of humanitarian health coordination, emergency preparedness, and the cluster approach, along with excellent stakeholder engagement and communication skills. Familiarity with WHO emergency coordination mechanisms and health service transition processes in humanitarian settings is also beneficial.

Educational Background:
The educational background required for this position includes a first university degree in a relevant field such as medicine, public health policy, or social sciences. Additional qualifications in humanitarian health coordination or emergency preparedness are considered advantageous and may enhance a candidate's suitability for the role.

Experience:
Candidates should have between 5 to 10 years of relevant professional experience, particularly with UN agencies or international NGOs. Experience in Health Cluster or Health Sector coordination in humanitarian or refugee settings is essential. Desirable experience includes involvement in emergency preparedness and response, inter-sector coordination, and donor engagement within complex emergency environments.

Languages:
Expert knowledge of English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

  • The consultant will be based on-site at the WHO Emergency Sub-Office in Cox’s Bazar, Bangladesh, and will be required to travel to various camps as part of their duties. The remuneration for this position is set at a monthly rate of USD 7,400, exclusive of per diem and travel costs.
