Job Overview:
As the Principal Urban Development Specialist, you will play a pivotal role in shaping the future of urban development in Pakistan. Your primary responsibilities will include leading the formulation and articulation of policies and strategies related to the water and urban sector. You will engage in policy dialogue with the government and oversee ADB's activities aimed at supporting sector policies and reforms. This position requires a strategic mindset as you will be responsible for identifying, developing, processing, implementing, and administering loans, grants, and technical assistance projects. You will provide essential technical support and knowledge to relevant stakeholders, ensuring that projects align with the country's development policies and effectively address the impacts on private sector participation and sector restructuring. Your role will also involve collaborating with various sector offices and departments within ADB to propose integrated solutions that meet the needs of the Pakistan Resident Mission (PRM).

Duties and Responsibilities:
Your duties will encompass a wide range of responsibilities, including: leading the processing and administration of loans, grants, and technical assistance projects in the water and urban development sector; developing and designing new lending projects and programs, focusing on areas such as affordable housing, sustainable tourism, urban and regional planning, municipal finance, and climate resilience; assessing sector policies and programs to ensure alignment with international best practices; identifying priority areas for loans and technical assistance support; ensuring effective coordination between headquarters and PRM; overseeing the quality and compliance of lending and non-lending products; facilitating liaison with development partners; developing strategic partnerships for knowledge and project opportunities; leading the dissemination of knowledge products; and supervising reporting staff while ensuring their ongoing development and performance management.

Required Qualifications:
To be considered for this position, you must possess a Master's Degree or equivalent in civil engineering, environmental engineering, urban and regional planning, urban and environmental management, or economics. Alternatively, a university degree combined with at least 5 years of specialized experience relevant to the position may be considered. You should have a minimum of 12 years of relevant professional experience in the water and urban sector, including municipal service improvement and project administration. A strong background in integrating financial, economic, social, institutional, and safeguard requirements into project design and execution is essential. International experience working in multiple countries is highly desirable, along with broad experience in preparing investment projects and analyzing development policies. Demonstrated leadership skills and experience in managing teams and technical projects are also required.

Educational Background:
The educational background required for this position includes a Master's Degree or equivalent in relevant fields such as civil engineering, environmental engineering, urban and regional planning, urban and environmental management, or economics. Candidates with a university degree and significant specialized experience may also be considered, highlighting the importance of practical knowledge and expertise in the field.

Experience:
Candidates should have at least 12 years of relevant professional experience, particularly in the water and urban sector. This experience should encompass project preparation, administration, and a comprehensive understanding of the integration of various requirements in project design and execution. International experience is a significant advantage, as it demonstrates the ability to navigate diverse regulatory and operational environments.

Languages:
Proficiency in English is mandatory, with a strong ability to express ideas clearly in both spoken and written formats. While English is the primary language required for this position, knowledge of additional languages may be considered beneficial, particularly in the context of engaging with local stakeholders and partners.

Additional Notes:
This position is a fixed-term appointment for an initial period of three years, with the possibility of extension for up to two additional years or conversion to a regular appointment based on performance and organizational needs. The role requires relocation to Pakistan, and all reasonable relocation expenses will be covered.
