The United Nations Development System was restructured on January 1, 2019, under the leadership of the UN Secretary-General to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in supporting countries to meet their development priorities and SDG targets. The Development Operations Coordination Office (DCO) was transformed into a standalone office within the UN Secretariat, overseeing the resident coordinator system and ensuring alignment with the UN Sustainable Development Group's priorities. The DCO has adapted its functions to support the acceleration of the 2030 Agenda, focusing on data, digital innovation, and a mission-driven culture. The position is based in Montevideo, Uruguay, within the UN RCO, under the supervision of the Head of the Office, while also collaborating with the SDG Policy and Financing Section.

Job Overview:
The UN Economist position is pivotal in providing substantive economic analysis and evidence-based advice on sustainable development, economic transformation, and SDG financing. The role involves researching, analyzing, and presenting economic and social data, identifying trends, and supporting the Resident Coordinator and UN Country Team in addressing challenges and opportunities related to the SDGs. The Economist will implement global guidelines on economic transformation and SDG financing, ensuring that gender equality and inclusivity are prioritized. This position requires collaboration with various stakeholders, including government entities, private sector actors, and civil society, to foster partnerships and enhance sustainable economic development. The Economist will also contribute to the UN sustainable development programming cycle, providing economic analysis for key documents and initiatives.

Duties and Responsibilities:

• Provide substantive economic analysis and support evidence-based advice on sustainable development, economic transformation, and SDG financing. This includes researching and analyzing economic data, conducting policy analysis, and preparing reports and briefing materials.
• Support partnerships and engagement with national counterparts and stakeholders on economic transformation and SDG financing, facilitating collaboration with government, UN entities, and the private sector.
• Contribute economic analysis to the UN sustainable development programming cycle, including the Common Country Analysis and the United Nations Sustainable Development Cooperation Framework.
• Engage in knowledge management and learning on economic transformation and SDG financing, participating in communities of practice and sharing best practices.
• Collect and analyze data to identify trends and provide insights for decision-making, ensuring documentation of analysis processes.
• Perform other duties as required, demonstrating professionalism, accountability, and client orientation in all tasks.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in Economics. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of programs in Data Analytics, Business Analytics, or Data Science is advantageous. Candidates should demonstrate professionalism, accountability, and strong analytical skills, with a commitment to gender equality and inclusivity in their work.

Educational Background:
An advanced university degree in Economics is required for this position. A first-level university degree may be accepted if accompanied by two additional years of relevant experience. Additional qualifications in Data Analytics or related fields are considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in Economic Research and Analysis, Macroeconomic or Socioeconomic Policy, Applied Economics, or Development Economics is required. Candidates should have experience in conducting economic analysis and translating data into policy recommendations. Desirable experience includes SDG financing, development finance, and working with multiple stakeholders in support of sustainable development priorities. Experience in knowledge management and the preparation of analytical products is also beneficial.

Languages:
Fluency in English and Spanish is required for this position. Candidates must demonstrate proficiency in reading, writing, listening, and speaking in both languages, with specific UN Language Framework levels outlined for each skill.

This is a fixed-term position with an initial appointment period of one year, subject to budgetary approval and availability of funds. The position is open to nationals of Uruguay only, and candidates residing outside of Uruguay may be considered if no suitable local candidates are identified.
