Job Overview:
The Human Resources Officer will play a crucial role in coordinating and supporting the execution of the Country Program (CP) HR strategy and operational plans. This position is essential for ensuring high-quality programs that serve the poor and vulnerable populations. The HR Officer will provide responsive and high-quality service to address various HR programs, services, and operational needs. Key areas of focus will include recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding, policies, staff care, and employee administration. The HR Officer will work closely with the HR Manager or Head of Operations to manage HR programs and services effectively, ensuring compliance with agency, donor, and local legal requirements while reflecting best practices in HR management.
Duties and Responsibilities:
The HR Officer will support the HR Manager or Head of Operations in managing HR programs and services. Responsibilities include coordinating HR processes and activities to ensure compliance with agency and local standards, assessing service needs, and providing quality process services to support managers in staff management. The officer will collect and organize input on HR processes and policies, participate in reviewing and updating systems, manuals, guidelines, and tools. Additionally, the HR Officer will conduct needs assessments for professional development, maintain personnel records in compliance with regulations, and provide analytical reports on HR-related data to support decision-making and workforce planning.
Required Qualifications:
Candidates must possess a Bachelor’s degree in Human Resources Management or Business Administration. Additional relevant experience and completion of HR certification or courses may substitute for some educational requirements. A minimum of three years of work experience in HR is required, preferably within an international or local NGO. Candidates should have a good understanding of HR best practices, employment laws, and local labor regulations. Strong relations management abilities, customer service skills, and the ability to maintain confidentiality are essential.
Educational Background:
A Bachelor’s degree in Human Resources Management or Business Administration is required for this position. Additional relevant experience and completion of HR certification or courses may substitute for some educational qualifications. This educational background is crucial for understanding the complexities of HR management and the legal frameworks governing employment.
Experience:
The position requires a minimum of three years of work experience in human resources, ideally within an international or local NGO. Candidates should have a solid understanding of HR best practices and standards, as well as experience with employment laws, regulations, and policies. Familiarity with local labor laws is also essential for this role.
Languages:
Proficiency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of Portuguese or other local languages would be considered an asset, enhancing the ability to communicate effectively with local staff and stakeholders.
Additional Notes:
The position is based in Maputo, Mozambique, and may require travel up to a certain percentage, which will be specified during the hiring process.
