The Country Liaison & Partnership Manager plays a crucial role in representing Welthungerhilfe within the humanitarian and development sectors in Yemen. This position involves establishing WHH's presence in the country by engaging with national and local authorities, participating in coordination mechanisms, and contributing to the design of WHH's strategic initiatives and programs. The manager will lead efforts to build and manage partnerships, ensuring that WHH's operations align with the needs of the community and the objectives of the organization. This role requires a proactive approach to identifying opportunities for intervention and collaboration, as well as a commitment to maintaining high standards of quality and compliance in all projects undertaken by WHH in Yemen.
Duties and Responsibilities:
The Country Liaison & Partnership Manager will be responsible for a wide range of duties, including but not limited to: leading the coordination of WHH's emergency response efforts in collaboration with relevant authorities and other humanitarian organizations; representing WHH in various coordination meetings and platforms to promote the organization's work and identify gaps in service delivery; developing and maintaining a robust network of contacts with other international NGOs, local partners, and UN agencies; engaging with donors to secure funding opportunities for WHH's initiatives; supporting the implementation of emergency response programs in coordination with project leads; ensuring compliance with WHH's quality standards in all projects; managing relationships with legal representatives and overseeing legal affairs; assisting in the establishment of HR systems and logistics for WHH in Yemen; and ensuring timely compliance with local regulations and requirements.
Required Qualifications:
Candidates must possess a minimum of five years of management-level experience within an NGO, with at least one year of experience managing an office. Experience in liaising with government authorities in Yemen is highly desirable, as is experience working in high-risk conflict zones and politically complex environments. Familiarity with humanitarian and development coordination mechanisms, such as Area Based Coordination and Humanitarian Country Teams (HCT), is essential. Previous experience working in Yemen is required, along with excellent spoken and written proficiency in both English and Arabic. Strong communication and prioritization skills are necessary to succeed in this role.
Educational Background:
A university or polytechnic degree in political sciences, public administration, conflict studies, humanitarian action, or a related field is required. Candidates should have specific experience in integrated project management, which is crucial for the effective execution of WHH's programs in Yemen. A good understanding of Yemeni administration and bureaucracy is also desired to navigate the local context effectively.
Experience:
The position requires at least five years of relevant experience at a management level within an NGO, with a strong emphasis on previous work in Yemen. Candidates should have a proven track record of managing an office and engaging with government authorities, particularly in high-risk and politically sensitive environments. Experience in humanitarian and development coordination mechanisms is also essential to ensure effective collaboration with other organizations and stakeholders.
Languages:
Fluency in both spoken and written English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

This position is initially offered under a service agreement for a period of six months, with the potential for renewal based on performance and organizational needs.
