Job Overview:
The WASH Technician position is a critical role within Save the Children’s Saint Patrick’s College Water Improvement Project, which aims to provide safe water for students and staff in Ambae, Vanuatu. This eight-month contract position requires a skilled individual with expertise in WASH plumbing and construction, as well as project management experience. The WASH Technician will lead the rehabilitation of the water system at Saint Patrick’s College, working closely with school leadership, WASH Technical Advisors, and Provincial Government partners. The role involves overseeing contractors, coordinating with school staff and volunteers, and ensuring that the water system is developed in accordance with Save the Children’s policies and practices. The successful candidate will mobilize school leaders and handymen to finalize the water system design and engage in the construction process, ensuring that the upgrade meets the required standards and is sustainable for the future.

Duties and Responsibilities:
The WASH Technician will have a comprehensive set of responsibilities, including:
  • Mobilizing school leaders and handymen to finalize the water system design and procurement processes.
  • Providing construction supervision to ensure that the water system upgrade is built according to the agreed plan.
  • Coordinating logistical and operational support for external suppliers involved in the water upgrade works, including drilling new boreholes and installing hybrid pumps.
  • Leading training sessions to motivate and support school teams in completing water upgrade works to the required standards, which includes replacing deteriorated header storage with new tanks, connecting existing buried pipes, checking for leakages, and identifying and fixing major leakages.
  • Collaborating with school leadership to review and revise the WASH Improvement Plan, which includes asset mapping, priority actions, routine maintenance schedules, responsible persons, and emergency water-management arrangements.

Required Qualifications:
Candidates must possess strong technical skills in plumbing and construction quality standards, particularly related to water pumps. Proven project management skills are essential, with a track record of leading construction and plumbing projects. Experience working in the Ambae context is highly desirable, as is the ability to influence and lead teams with varying priorities. The role requires the ability to multi-task, work under pressure, meet tight deadlines, and respond effectively to external requests while maintaining strong leadership and teamwork capabilities. Good verbal communication skills in technical subjects are also necessary to ensure clear and effective collaboration with all stakeholders.

Educational Background:
The ideal candidate should be a qualified level 2 plumber, with formal training and certification in plumbing and construction. Additional qualifications in project management or related fields would be advantageous, as they would enhance the candidate's ability to manage the complexities of the water system rehabilitation project effectively.

Experience:
Candidates should have substantial experience in plumbing and construction, particularly in roles that involve project management and supervision. Experience working in similar contexts, especially in rural or developing areas, will be beneficial. The ability to demonstrate a history of successful project delivery and team leadership is crucial for this position.

Languages:
While the primary language for this position is English, proficiency in Bislama or other local languages would be considered an asset, as it would facilitate better communication with local stakeholders and community members.
