Job Overview:
The District Technical Manager position is part of Pact's new initiative in Malawi under the ACHIEVE project, which is funded by the U.S. Department of State. This project aims to support the Government of Malawi in providing integrated, high-quality maternal, newborn, and child health (MNCH) and nutrition services at both community and facility levels. The role will involve working closely with the Ministry of Health and will focus on improving the availability of lifesaving services for women, newborns, and children, as well as expanding HIV services through the integration of these services into antenatal care (ANC) platforms. The District Technical Manager will oversee the implementation of project activities in the Zomba, Thyolo, Karonga, and Balaka districts, ensuring that client-centered, high-impact, and high-quality services are available to the Malawian population. This position requires strong technical leadership and oversight to ensure the quality, timeliness, and efficiency of all project activities, which will be carried out by a team of technical officers.

Duties and Responsibilities:
The District Technical Manager will be responsible for providing technical leadership in the design, coordination, and supervision of project activities at the district level. This includes strengthening high-quality, integrated MNCH/Nutrition/HIV services through various means such as clinical capacity building for frontline health workers, strengthening referral systems, expanding service delivery through integrated outreach platforms, and managing commodities and supplies for MNCH and nutrition. The role also involves supporting the Government in developing district and health facility implementation plans, implementing a decentralized approach to supportive supervision and mentoring, and ensuring collaboration with government and other stakeholders. The District Technical Manager will monitor the implementation of activities to ensure timely completion of objectives and targets, provide supportive supervision to technical officers, coordinate closely with various staff to meet project goals, and represent ACHIEVE in technical working groups and meetings.

Required Qualifications:
Candidates must possess a Bachelor’s degree and have at least 7 years of relevant experience or an equivalent combination of education and experience, including a minimum of 3 years in management. A Bachelor’s Degree in Nursing and Midwifery, Public Health, Health Management, or a relevant health field is required, with advanced Post-Graduate training in Public Health being an added advantage. Additionally, candidates should have at least 5 years of experience in project management, implementation, budget management, and reporting, as well as familiarity with technical subject areas related to maternal and child health, nutrition, and HIV services. Experience in health systems strengthening and using training and mentorship approaches is also essential.

Educational Background:
The educational background required for this position includes a minimum of a Bachelor’s Degree in Nursing and Midwifery, Public Health, Health Management, or a relevant health field. Candidates with advanced Post-Graduate training in Public Health will be preferred, as this will provide them with a deeper understanding of the complexities involved in health service delivery and management.

Experience:
The position requires a minimum of 7 years of relevant experience, with at least 5 years specifically in project management and implementation. Candidates should have demonstrated experience leading successful teams, achieving deliverables on time and within budget, and interacting effectively with a broad range of stakeholders, including government and civil society organizations. Experience in health systems strengthening and familiarity with various health service delivery models is also necessary.

Languages:
Excellent written and spoken English is mandatory for this position. Additionally, the ability to speak other Malawian local languages is highly desirable, as it will facilitate communication with local communities and stakeholders.
