Job Overview:
The Senior Project Associate - Health position is part of a call for applications aimed at establishing a roster of qualified candidates who may be mobilized to support the Mission’s surge staffing requirements during disasters, emergencies, and other humanitarian response operations. The role involves independently leading and coordinating the implementation of emergency health response projects, ensuring that activities are delivered according to approved work plans, technical standards, and donor requirements. The selected candidates will be expected to monitor implementation progress, identify operational challenges, and recommend adaptive measures to respond effectively to evolving humanitarian and public health needs. The position requires candidates to maintain their availability for future emergency response assignments and to be locally available for prompt onboarding and administrative requirements if selected for deployment.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Health, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related field from an accredited academic institution, along with five years of relevant professional experience. Alternatively, candidates with a High School diploma must have seven years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates should have experience in liaising with governmental authorities and working with migrants, refugees, and vulnerable groups, as well as prior work experience with international humanitarian organizations in a multicultural setting being an advantage.
Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as Health, Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or a related field from an accredited institution. Candidates with a High School diploma must have extensive professional experience in lieu of a degree. The educational qualifications must be from accredited universities recognized by the UNESCO World Higher Education Database.
Experience:
The level of experience needed for this position includes a minimum of five years of relevant professional experience for candidates with a Bachelor’s degree, or seven years for those with a High School diploma. Candidates should have experience in liaising with governmental authorities and working with national/international institutions, UN agencies, and NGOs. Experience in working with migrants, refugees, and other vulnerable groups is essential, as is prior work experience with international humanitarian organizations in a multicultural setting.
Languages:
All IOM staff members are required to be fluent in one of the IOM's official languages, which include English, French, and Spanish. For this position, fluency in Filipino and other local languages in the Philippines is desirable. The proficiency of required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.

The position is part of a roster, meaning there is currently no confirmed start date or immediate deployment opportunity associated with this roster. The engagement of roster members will depend on operational requirements and funding availability. - Coordinate financial, administrative, operational, and technical aspects of health response projects in accordance with IOM policies and donor agreements.
- Plan and facilitate capacity-building activities for government counterparts, healthcare workers, and local partners.
- Represent the project in coordination meetings and maintain collaboration with various stakeholders, including the Department of Health and NGOs.
- Prepare correspondence, reports, and project documentation, ensuring timely and high-quality reporting.
- Document good practices and contribute to the development of standard operating procedures and technical guidance. 1
