Job Overview:
The Humanitarian Mine Action (HMA) Officer – Explosive Ordnance Risk Education (EORE) plays a crucial role in delivering high-quality EORE activities in targeted communities across South Sudan. This position is designed for a results-oriented professional who is committed to humanitarian principles and operational excellence. The HMA Officer will be responsible for implementing EORE activities in accordance with International Mine Action Standards (IMAS), National Mine Action Standards (NTSGs), DRC Standard Operating Procedures (SOPs), and donor requirements. The role involves community engagement, awareness raising, data collection, and reporting, all aimed at promoting safe behavior among populations affected by conflict. The successful candidate will contribute to integrated Humanitarian Mine Action activities and will be expected to work in complex and challenging environments, ensuring that the needs of the communities are met effectively and efficiently.
Duties and Responsibilities:
The duties and responsibilities of the HMA Officer include conducting Explosive Ordnance Risk Education in targeted communities, collecting relevant data, conducting community liaison activities, and supporting other HMA teams. The officer will be responsible for organizing public awareness campaigns, developing and disseminating Information, Educational and Communication (IEC) materials, and reporting any needs for equipment and tools identified in the field. Additionally, the officer will accurately fill and submit reports, drive DRC vehicles during operational times, and maintain EORE materials and equipment. The role also requires the officer to support refresher training and simulations, assist in identifying hazardous areas, and ensure accurate beneficiary registration and activity records. The officer will report to the EORE Specialist and participate in finding solutions to any problems that jeopardize activities.
Required Qualifications:
Candidates must possess a university degree or equivalent relevant qualification, along with a recognized EORE qualification or certificate. A secondary school certificate is required, and a diploma or bachelor's degree in Education, Social Sciences, Community Development, or a related field is desirable. The position requires a minimum of 3 years of experience in delivering EORE or community awareness activities, with experience working with local communities and NGOs or humanitarian organizations being highly desirable. Good communication and facilitation skills, report writing skills, and basic computer skills (MS Word, Excel, Outlook) are essential. A valid driving license and the ability to work in remote and insecure environments are also required.
Educational Background:
The educational background required for this position includes a secondary school certificate as a minimum requirement. A diploma or bachelor's degree in Education, Community Development, Social Sciences, or a related field is desirable. Additionally, candidates should have an EORE training certificate from a recognized Mine Action Authority or accredited provider, which is considered an advantage. Other training related to Humanitarian Mine Action is also desirable, as it will enhance the candidate's ability to perform effectively in this role.
Experience:
The level of experience needed for this position includes a minimum of 3 years in delivering EORE or community awareness activities. Candidates should have experience working with local communities and a background in NGOs or humanitarian organizations is preferred. The role requires good communication and facilitation skills, as well as the ability to work in challenging environments, which may include remote and insecure locations.
Languages:
The mandatory language requirement for this position is proficiency in English. Knowledge of additional local languages spoken in South Sudan would be considered a valuable asset, as it would facilitate better communication with the communities served by the DRC.

This position offers a contract length of 8 months and is classified under Band H. The work location is primarily in Juba, with a roving requirement to other areas as needed.
