Job Overview:
The Humanitarian Mine Action (HMA) Specialist – Explosive Ordnance Risk Education (EORE) plays a crucial role in the planning, coordination, implementation, and monitoring of EORE activities within DRC’s Humanitarian Mine Action Programme. This position is vital for ensuring that EORE activities are conducted in accordance with international standards and local guidelines. The successful candidate will be responsible for providing technical guidance and support to both DRC and partner teams, ensuring that all EORE activities are delivered effectively and safely. The role requires a strong commitment to quality programming and effective coordination with various stakeholders, including national and local authorities, communities, and other mine action actors. The HMA Specialist will also be involved in capacity-building efforts, mentoring team members, and ensuring compliance with relevant operational standards.

Duties and Responsibilities:
The duties and responsibilities of the HMA Specialist include initiating, planning, and coordinating EORE activities in targeted communities, developing work plans, preparing reports, conducting needs assessments, and providing technical guidance to EORE teams. The specialist will conduct quality assurance visits, maintain records of team activities, and ensure that teams have the necessary resources for effective implementation. Additionally, the role involves conducting training for EORE operators, supporting the development of SOPs and training materials, and assisting with budget preparation and monitoring. The specialist will also coordinate with other mine action interventions and promote integration between EORE and other DRC program sectors, ensuring effective communication and collaboration with stakeholders.

Required Qualifications:
Candidates must possess a university degree or equivalent relevant qualification, along with a recognized EORE qualification or certificate. A minimum of three years of relevant professional experience in coordinating or implementing EORE or Humanitarian Mine Action activities is required. Candidates should demonstrate technical knowledge of EORE programming, familiarity with IMAS and South Sudan National Technical Standards and Guidelines, and experience working with national partners and local authorities. Strong report-writing, documentation, and data-management skills are essential, as well as proficiency in Microsoft Office applications and relevant technical tools. Candidates should also have strong coordination, communication, planning, and organizational skills, with a good understanding of the South Sudan context.

Educational Background:
The educational background required for this position includes a university degree in a relevant field, such as humanitarian studies, international relations, or a related discipline. Additionally, candidates must hold a recognized EORE qualification or certificate, which demonstrates their expertise in explosive ordnance risk education and related activities.

Experience:
The position requires a minimum of three years of relevant professional experience in coordinating, supervising, or implementing EORE or Humanitarian Mine Action activities. Candidates should have demonstrated technical knowledge and practical experience in EORE programming, as well as a good understanding of the operational environment in South Sudan. Experience working with national partners and local authorities is also essential, along with strong report-writing and documentation skills.

Languages:
Fluency in written and spoken English is mandatory for this position. Additionally, proficiency in Arabic and/or relevant South Sudanese local languages is desirable, as it can enhance communication and engagement with local communities and stakeholders.

Additional Notes:
The contract length for this position is 8 months, and the work location is Juba, with a roving component that may require travel to various locations. The start date for the position is as soon as possible. The role is classified under Band G, indicating a mid-level position within the organization.
