Job Overview:
The Project Manager will lead and oversee the implementation of the 'Civil Society Voices in Gender, Water, Energy and Climate Change' project. This role is crucial in ensuring that project activities are effectively planned, executed, and monitored, while maintaining alignment with donor requirements and organizational standards. The Project Manager will provide strategic oversight for capacity strengthening of civil society organizations (CSOs) and community-based organizations (CBOs), facilitate multi-stakeholder coordination, and engage in policy advocacy within the WASH (Water, Sanitation, and Hygiene) and clean energy sectors. The position requires a proactive approach to project management, ensuring that all components of the project are integrated and that the objectives are met efficiently and effectively.

Duties and Responsibilities:
The Project Manager will be responsible for providing overall technical and operational leadership for the project implementation. This includes ensuring quality, timeliness, and compliance with both donor and internal requirements. The Project Manager will develop and execute detailed work plans that integrate capacity building, advocacy, and governance components. A key responsibility will be leading the selection, engagement, and capacity strengthening of CSOs and CBOs, fostering their role in policy advocacy and community-driven governance. The Project Manager will also strengthen coordination mechanisms between CSOs, government agencies, and private sector actors to ensure meaningful engagement in policy processes. Additionally, the role involves facilitating evidence-based advocacy, policy dialogues, and multi-stakeholder engagements to promote inclusive governance in the WASH and clean energy sectors. The Project Manager will oversee project staff, including Field Coordinators, MEAL (Monitoring, Evaluation, Accountability, and Learning) officers, and financial management personnel, ensuring effective performance and teamwork. Managing project budgets, financial reporting, and grant compliance will also be part of the responsibilities, requiring close collaboration with finance teams. Establishing and overseeing MEAL processes to track project impact and inform adaptive management is essential. Finally, the Project Manager will represent the project in strategic forums, including government coordination meetings, donor discussions, and civil society networks.

Required Qualifications:
Candidates must possess a Master’s degree in Integrated Water Resources Management, Development Studies, Public Administration, Environmental Science, Social Sciences, or a related field. Additionally, at least 5-7 years of experience managing development projects is required, preferably in governance, advocacy, WASH, or renewable energy. A strong background in civil society strengthening, policy engagement, and multi-stakeholder coordination is essential. Proven experience in project management, donor compliance, and financial oversight is also necessary. Knowledge of Lesotho’s WASH and clean energy policy landscape will be considered an advantage. Candidates should demonstrate excellent leadership, team management, and stakeholder engagement skills, along with strong analytical and communication skills, including report writing and public speaking.

Educational Background:
The educational background required for this position includes a Master’s degree in a relevant field such as Integrated Water Resources Management, Development Studies, Public Administration, Environmental Science, Social Sciences, or a closely related discipline. This advanced degree is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to manage complex development projects effectively.

Experience:
The position requires candidates to have a minimum of 5-7 years of experience in managing development projects. This experience should preferably be in areas related to governance, advocacy, WASH, or renewable energy. Candidates should have a proven track record of successful project management, including experience with donor compliance and financial oversight, which is critical for ensuring that projects are executed according to established guidelines and standards.

Languages:
Candidates must have excellent written and spoken proficiency in both Sesotho and English. These language skills are mandatory as they are essential for effective communication with stakeholders, project staff, and community members. Proficiency in additional languages may be considered an asset but is not required.
