Job Overview:
The Technical Advisor II - Water Smart Agriculture (WSA) is tasked with enhancing the quality and sustainability of Water Smart Agriculture programming across Latin America and the Caribbean. This role is particularly focused on supporting Caritas and other national partners in regions where CRS does not have a direct presence. The advisor will work to strengthen the technical capacity of local organizations, enabling them to design and implement climate-resilient agro-enterprise initiatives that align with local needs. The position emphasizes a locally led development approach, aiming to improve community resilience, natural resource management, and agricultural productivity in the context of climate change. Success will be measured by the increased capacity of national partners to lead WSA initiatives effectively within their own contexts.

Educational Background:
A Bachelor's Degree in a relevant field such as Agronomy, Agriculture, Natural Resource Management, Environmental Sciences, Rural Development, or International Development is required. A Master's Degree in a related field is preferred, indicating a higher level of expertise and understanding of complex agricultural systems and climate adaptation strategies.
Experience:
Candidates should possess a minimum of 8 years of relevant experience in agriculture, resilience, climate adaptation, or natural resource management. At least 5 years of this experience should involve providing technical assistance and capacity strengthening to local organizations, showcasing the ability to work collaboratively and effectively in diverse environments.
Languages:
Spanish is required for this position, while English is preferred. Knowledge of Portuguese is considered a plus, enhancing communication capabilities in a multilingual context and facilitating broader engagement with diverse stakeholders.
Additional Notes:
This position is remote, with a preference for candidates located within Latin America and the Caribbean. The contract duration is for 12 months, and the role may require travel up to 40%. The position does not have supervisory responsibilities but may involve providing technical supervision and mentoring to consultants or short-term personnel. Duties and Responsibilities:
- Strategic Leadership and Partner Accompaniment: Contribute to the strategic expansion of partner-led Water Smart Agriculture programming by enhancing the capacities and leadership of local organizations. Serve as the primary technical resource for WSA outreach in regions without direct CRS presence. Provide technical assistance in the design, implementation, and monitoring of climate-resilient agriculture programs. Identify opportunities for scaling successful WSA approaches within partner organizations. Facilitate access to CRS technical expertise through communities of practice and mentoring relationships.
- Technical Quality and Program Design: Support partners in designing agriculture and climate adaptation programs that meet local priorities and donor requirements. Promote the application of WSA methodologies related to soil health and water management. Ensure integration of gender equity and environmental sustainability into programming.
- Capacity Strengthening: Develop and implement capacity strengthening plans for partners focused on WSA and climate-resilient agriculture. Design training workshops and technical learning events to enhance partner capabilities.
- Partnership, Learning, and Networking: Foster high-quality partnerships between CRS and local organizations, facilitating collaboration and peer exchange. Document and disseminate lessons learned from partner programs.
- Resource Mobilization and Strategic Support: Identify funding opportunities and lead resource mobilization efforts in collaboration with partners. Provide technical leadership in proposal development for WSA initiatives.
- Knowledge Management and Regional Learning: Contribute to the improvement of CRS WSA methodologies and promote cross-country learning among partners.
