Job Overview:
The Economic Recovery Specialist will serve as the technical lead for the economic recovery component of the Mixed Migration Programme. This role involves designing, strengthening, and ensuring the quality of market-oriented, protection-sensitive, and climate-resilient economic pathways for migrants, returnees, transit populations, at-risk youth, and other vulnerable individuals. The Specialist will apply a Market Systems Development approach to identify and address barriers that hinder access to economic opportunities, ensuring that support is tailored to the unique circumstances of each participant. The position requires collaboration with various stakeholders, including Protection, MEAL, Programme Management, and Economic Recovery Officers, to create integrated pathways that connect local economic opportunities with regular labor mobility.
Duties and Responsibilities:
Required Qualifications:
Candidates must possess at least 3 years of progressive experience in livelihoods, economic recovery, employment promotion, or related fields. Experience in Market Systems Development/M4P and private sector engagement is highly advantageous. Demonstrated ability to design and implement market-oriented economic pathways and financial inclusion interventions is essential. Familiarity with mixed migration dynamics and experience working with vulnerable populations in Ethiopia is strongly preferred. Knowledge of green and climate-resilient livelihoods is also beneficial.
Educational Background:
A Master’s or Bachelor’s degree in economics, business management, entrepreneurship, labor studies, development studies, migration studies, sociology, social work, public administration, or a related field is required. Relevant certifications or licenses may also be considered.
Experience:
The position requires a minimum of 3 years of relevant experience in the fields of livelihoods, economic recovery, employment promotion, or financial inclusion. Candidates should have a strong understanding of market systems and experience working with diverse populations, including migrants and vulnerable youth. Practical experience in skills assessments and case management is also important.
Languages:
Full proficiency in English is mandatory. Knowledge of local languages is considered an advantage, as it may facilitate communication with participants and stakeholders in the region.

The contract length is 12 months, with a national contract type and a designation of duty station in Addis Ababa, Ethiopia. The start date for this position is set for October 15, 202

- Economic Pathways, Counselling and Referral: Lead the design and refinement of socioeconomic profiling tools and individualized economic pathway methodologies. Establish standards for economic counselling and pathway selection, ensuring alignment with participant capacities and market opportunities. Develop differentiated economic pathways covering employment, apprenticeships, enterprise development, and financial services. Maintain a dynamic mapping of livelihood services and strengthen referral mechanisms for participants. Ensure protection-sensitive decisions in economic pathways and provide technical leadership for GreenHub models.
- Employment, Apprenticeship and Employer Engagement: Identify high-demand sectors and design market-oriented apprenticeship models. Establish standards for employer selection and apprenticeship conditions. Build relationships with employers and develop strategies to address barriers to recruitment of vulnerable populations. Oversee employability preparation and analyze placement and retention data to improve program design.
- Integrated Economic and Labour Mobility Pathways: Collaborate with the Labour Mobility & Skills Recognition Specialist to connect local economic pathways with labor mobility options. Analyze labor market data to identify viable employment pathways and maintain relationships with training institutions and business development service providers.
- Financial Inclusion and Economic Partnerships: Lead the design of enterprise pathways based on participant profiles and market demand, ensuring access to financial services and support.
