Job Overview:
The Program Development and Award Advisor (PDAA) for Asia is a critical role within the IRC, focusing on supporting country programs in the Asia region, which includes Afghanistan, Bangladesh, Myanmar, Pakistan, and Thailand. The PDAA will be responsible for enhancing business development and managing awards from institutional donors, ensuring compliance with donor regulations and IRC processes. This position requires a strong background in humanitarian and international development programming, as well as experience in collaborating with local partner organizations. The PDAA will lead the review and submission of high-quality donor deliverables, manage donor relationships, and provide guidance on the implementation of IRC's Partnership Excellence for Equality and Results (PEER) System. The successful candidate will play a vital role in ensuring that proposals are of high quality and that country programs are supported effectively in their award management efforts.
Duties and Responsibilities:
The PDAA will manage a portfolio of awards for the Asia region, primarily focusing on major donors such as USG, UN, GAC, World Bank, Australian DFAT, and Gulf donors. Key responsibilities include reviewing and providing feedback on reports, guiding country offices in proposal design and submission, serving as a point of contact for post-award issues, negotiating award agreements, and ensuring compliance with donor guidelines. The PDAA will also monitor project progress, provide technical advice on compliance issues, and facilitate communication between country programs and HQ teams. Additionally, the PDAA will support business development efforts by providing proposal management and quality assurance, maintain donor relationships, and contribute to capacity building and training for IRC staff.
Required Qualifications:
Candidates must possess a degree in a relevant field such as International Relations, Development Studies, or Public Policy, or have equivalent experience. Fluency in English, both spoken and written, is essential. A strong understanding of USG and UN donor requirements is preferred, along with knowledge of other public donors. Candidates should demonstrate excellent financial management skills, the ability to analyze and synthesize information, and strong organizational skills. Interpersonal and communication skills are crucial for liaising effectively in a multicultural environment. The ability to work independently in a fast-paced environment and a flexible work attitude are also important.
Educational Background:
A degree in a relevant field such as International Relations, Refugee or Migration Studies, Development Studies, or Public Policy is preferred. Equivalent experience in related areas may also be considered sufficient for this role.
Experience:
Candidates should have experience working in humanitarian and international development contexts, particularly with institutional donors. Experience in writing, reviewing, and editing narrative and financial reports is essential, along with a strong attention to detail. International work experience in the Global South is a plus, as is experience in supporting field-based staff remotely.
Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages relevant to the Asia region may be considered an asset, enhancing communication with local partners and stakeholders.

The position is open for recruitment in Pakistan, Thailand, or other IRC office locations. Candidates based in Asia are especially encouraged to apply. The role does not have line management responsibilities but requires collaboration with various teams within the IRC. The successful candidate should be prepared for potential travel to provide support to country programs and may need to respond to data requests from other departments.
