Job Overview:
The Programme Officer position at WFP is crucial for delivering high-quality, accountable, and risk-informed assistance in a highly complex and volatile environment like Yemen. The Mukalla Field Office, where this position is based, faces significant challenges due to protracted conflict, economic instability, and climate-related shocks, leading to widespread humanitarian needs. The Programme Officer will provide operational middle-management leadership, ensuring compliance with WFP's strategic objectives while managing partner performance and executing lifesaving emergency safety nets and integrated nutrition programs. This role requires close collaboration with internal units and external humanitarian stakeholders to ensure effective program delivery and adherence to WFP's values and standards.

Duties and Responsibilities:
The Programme Officer will manage and supervise the implementation of various emergency food assistance programs, nutrition interventions, and safety net programs. Key responsibilities include reviewing and validating local field proposals, monitoring the viability of food assistance systems, compiling and drafting internal and external reports, and maintaining relationships with local ministries and humanitarian partners. The officer will also lead a team of national staff, mentor junior staff, and represent the Field Office in program meetings. Additionally, the role involves overseeing field verification missions, tracking complaints, and ensuring data integrity in reporting and operational processes.

Required Qualifications:
Candidates must possess a strong background in managing complex humanitarian operations, with demonstrated experience in both In-Kind and Cash-Based Transfer systems. They should have a proven track record in partner management, including compliance auditing and financial reporting. Leadership experience in high-risk settings is essential, along with a strong understanding of UN/WFP policies and risk management guidelines. Excellent report-writing and analytical skills are required, as well as proficiency in IT and digital identity management systems.

Educational Background:
An advanced university degree (Master's or equivalent) in International Relations, Social Sciences, Business Administration, Economics, Development Studies, or a related field is required. Alternatively, a first university degree (Bachelor's) combined with a minimum of five years of relevant professional experience in humanitarian or development program execution is acceptable.

Experience:
The position requires a minimum of three years of relevant professional experience for candidates with a Master's degree, or five years for those with a Bachelor's degree. Experience should include managing humanitarian operations, supervising staff, and working in complex, high-risk environments.

Languages:
Fluency in English is mandatory, and proficiency in Arabic is also required. Knowledge of additional languages may be considered an asset but is not mandatory.
