Job Overview:
The HR Area Manager will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will play a crucial role in defining and implementing the HR component of the Country's operational strategy (Stratop). This position serves as the primary contact for HR operations at the Headquarters level, ensuring that all HR activities align with the budgetary framework and HI's HR policies. The HR Area Manager will be responsible for analyzing changes in the operational context to identify potential risks and opportunities within their scope of responsibility. The role requires a proactive approach to managing the HR team at the area level, overseeing the design and monitoring of the HR strategy, and ensuring the effective implementation of HR policies and processes. The HR Area Manager will also be involved in emergency preparedness and response, contributing to national strategies that align with global objectives.

Duties and Responsibilities:
The HR Area Manager will have a comprehensive set of responsibilities, including:
  • Management of the HR team at the area level, ensuring effective leadership and support for team members.
  • Designing the HR component of the operational strategy (Stratop) and monitoring the associated action plans.
  • Drafting, revising, and implementing the operational strategy in accordance with HI's financial policies.
  • Deploying and monitoring the quality of all HI's HR policies, processes, and tools within the area of responsibility.
  • Assisting and supervising the HR team in adapting and contextualizing HR frameworks to meet local needs.
  • Ensuring the quality of auditing, internal control, and archiving procedures related to HR activities.
  • Overseeing the dimensioning and quality of HR resources, including career management and skills development systems.
  • Coordinating the administrative management of all staff members, ensuring compliance with legal HR frameworks.
  • Supporting the Country Manager in deploying the HR aspects of the Code of Conduct, PSEA, Fraud and Corruption Policy, and other institutional policies. 1
  • Contributing to emergency preparedness and response efforts, ensuring that HR strategies are aligned with the organization's overall mission and objectives.

Required Qualifications:
Candidates must possess relevant training in HR management and the development of humanitarian projects or operations, or an equivalent qualification, preferably in the field of international solidarity. A minimum of 4 years of professional experience in emergency response is required, along with at least 3 years in a HR coordination or management position, or a similar role in emergency or post-emergency assistance. Candidates should demonstrate a high capacity for analysis and synthesis, the ability to quickly adapt to emergency contexts, and mastery of project cycle management. Strong conflict resolution skills, flexibility, and adaptability are essential, as well as the ability to work remotely and provide capacity building and remote deployment support. Excellent communication skills, including the ability to provide constructive feedback, are also necessary.

Educational Background:
The ideal candidate should have a degree or equivalent qualification in Human Resources Management, Business Administration, or a related field. Additional certifications in HR management or humanitarian project management would be advantageous. Continuous professional development in relevant areas is encouraged to stay updated with best practices in HR and humanitarian assistance.

Experience:
The position requires a minimum of 4 years of professional experience in emergency response settings, with at least 3 years in a HR coordination or managerial role. Experience in managing HR functions in challenging environments, particularly in humanitarian contexts, is highly valued. Candidates should have a proven track record of successfully implementing HR strategies and policies in line with organizational objectives.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Knowledge of Arabic is considered an asset, as it would facilitate communication with local staff and communities. Proficiency in additional languages relevant to the operational context may also be beneficial.

Additional Notes:
This position is based in Tawila, North Darfur, Sudan, and is classified as unaccompanied. The contract duration is for 3 months, with the possibility of renewal based on funding availability. The international contract includes social coverage tailored to the mission context, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary for this position starts at 2757€ gross per month, depending on experience, with additional benefits including a per diem of 706€ net per month, hardship pay of 500€ net per month, and 25 days of paid leave per year. The organization also provides collective housing arrangements for expatriate staff and offers a medical evacuation service for emergencies.
