This role involves leading the execution of grant compliance, milestone reporting, agreement management, and financial matters in accordance with donor and CRS policies. Required Qualifications:
The required qualifications for the position include a Bachelor's Degree in Finance, Administration, Economics, Accounting, or a related field. A minimum of 3 years of progressive experience in grant management is essential, along with solid experience in finance and program management. Candidates should have experience in developing and monitoring complex budgets and at least 3 years of proven experience in tracking and controlling the implementation of U.S. government fund regulations. Strong communication and presentation skills are also required, along with the ability to train financial and non-financial staff at all levels.
Educational Background:
Candidates must possess a Bachelor's Degree as a minimum requirement. A degree in International Relations or a related field is considered a plus. Additional experience may substitute for some educational requirements, but a solid educational foundation in relevant fields is essential for success in this role.
Experience:
The position requires a minimum of 4 years of work experience in project support, ideally in the field of program management for an NGO. This experience should include progressive responsibilities in grant management and financial oversight, demonstrating a strong understanding of compliance and reporting requirements.
Languages:
An intermediate to advanced level of English is required for this position. Proficiency in Spanish is also essential, given the location of the role in El Salvador. Additional language skills may be beneficial but are not mandatory.
Additional Notes:
This position is contingent upon the successful award of the project. The role is full-time and may involve travel within the country, up to 25%. - Financial Management of Grants: Serve as the main point of contact for financial management and compliance issues related to the project, ensuring that all relevant staff are aware of donor requirements. Contribute to project initiation, mid-term, and closure meetings to ensure comprehensive understanding of financial requirements. Support the global project team and country program colleagues in addressing grant conditions and necessary modifications.
- Grant Management: Assist in the development, review, and approval of fixed amount subrecipient agreements, ensuring compliance with CRS and donor requirements. Develop and process amendments as needed, and evaluate the financial capacity of local partners to meet specific donor requirements.
- Reporting: Generate expense and budget execution reports for internal project tracking and validate information in CRS accounting systems. Prepare progress reports linking milestone achievements with expenditures for donor reporting. Conduct budget execution review meetings with budget holders and management.
- Compliance: Develop tools and operational manuals to ensure that global grant staff and subrecipients understand and implement donor compliance policies. Collaborate with country and global staff to ensure adherence to CRS safeguarding policies throughout project implementation.
- Cost Requests Development: Oversee the development of cost requests and milestone plans, ensuring that budgets are reasonable, accurate, and reflect the necessary costs for successful program execution.
