Job Overview:
The National Data Adviser role is crucial in supporting NORCAP's commitment to enhancing evidence-based decision-making and improving service quality for individuals affected by crises. This position involves working closely with the Ministry of Social Affairs (MoSA) in Lebanon, which manages extensive data systems that underpin emergency response activities and national social protection programs. The adviser will address challenges such as fragmented datasets, data quality issues, and the need for reliable analytical outputs to inform operational and strategic decisions. The successful candidate will be responsible for cleaning and validating critical datasets, developing analytical tools, and producing actionable outputs that enhance program planning and implementation. Success will be measured by the delivery of high-quality datasets, dashboards, and analytical products that ensure continuity beyond the assignment. This position is based in Beirut, Lebanon, on a 12-month contract with the possibility of extension based on funding and performance.
Duties and Responsibilities:
The National Data Adviser will engage with the leadership and technical teams of the Ministry of Social Affairs and other stakeholders to identify priorities, define methodologies, and create a realistic work plan. Responsibilities include assessing priority datasets and existing analytical products to identify data quality issues, cleaning and validating datasets, and maintaining data integrity, particularly concerning displacement and beneficiary data. The adviser will design and implement data cleaning and validation approaches, develop decision-ready dashboards and analytical products, and produce analytical briefs on key trends and program performance. Additionally, the adviser will document processes, create standard operating procedures, and ensure compliance with data protection standards while contributing to knowledge sharing and collaboration within NORCAP.
Required Qualifications:
Candidates must possess 5 to 7 years of professional experience in data analysis, data management, or a related field, particularly with large and complex datasets. They should demonstrate the ability to deliver high-quality analytical outputs within tight timelines and evolving operational contexts. Strong technical skills in programming languages such as Python and/or R, SQL, and data visualization tools like Power BI and/or Tableau, as well as advanced proficiency in Microsoft Excel, are essential. Proven experience in data cleaning, validation, deduplication, and the development of decision-support products is required. Experience in humanitarian, emergency response, social protection, or public sector data systems is highly desirable, along with strong analytical, communication, prioritization, and problem-solving skills.
Educational Background:
The position requires a relevant educational background, typically a degree in data science, statistics, social sciences, or a related field. Advanced degrees may be preferred, particularly for candidates with extensive experience in data management and analysis.
Experience:
Candidates should have a minimum of 5 to 7 years of relevant professional experience, particularly in roles that involve data analysis and management. Experience working with large datasets in humanitarian or social protection contexts is highly valued, as is familiarity with government data systems.
Languages:
Proficiency in English is mandatory, as all applications and communications will be conducted in English. Knowledge of Arabic is highly desirable, given the local context and the need to engage with stakeholders in Lebanon.
