Job Overview:
The Human Resources & Administration Manager will play a crucial role in providing strategic and operational leadership for all HR and administrative functions within the NRC Moldova Country Office. This position is designed for a people-focused leader who can ensure that HR and administrative systems, processes, and practices are effective, compliant with NRC standards and local legislation, and responsive to the needs of the Country Office. The role holder will be responsible for offering expert advice and guidance on various aspects of people management, including workforce planning, recruitment, performance management, staff development, employee relations, and administrative matters. The successful candidate will contribute to maintaining a safe, inclusive, accountable, and empowering working environment, which is essential for fostering a high-performing team. The position requires strong communication and interpersonal skills, a collaborative mindset, and the ability to build positive relationships across all levels of the organization.
Duties and Responsibilities:
The duties and responsibilities of the Human Resources & Administration Manager include leading the HR and Administration Team, which encompasses performance management, workforce planning, recruitment, induction, development, and duty of care. The role involves training, supporting, controlling, and developing HR teams to ensure adherence to employment standards and HR policies. The manager will ensure compliance with labor laws and provide people management support and training for management. Additionally, the role includes conducting HR analysis and reporting, maintaining safe and standardized filing of documents, and implementing Safe and Inclusive Programming Minimum Standards through capacity building, guidance, and interdepartmental engagement. The manager will also actively promote the Prevention of Sexual Exploitation and Abuse standards and principles within the organization.
Required Qualifications:
Candidates must possess senior management experience in a humanitarian or recovery context, with expertise in Moldova's labor law, employment practices, and regulatory requirements. A strong understanding of the humanitarian and recovery context in Moldova, as well as the operating environment of international NGOs, is essential. The ideal candidate should have a proven track record in managing and improving HR systems and processes, as well as experience in managing HR and administrative functions in a complex organizational environment. Additionally, candidates should demonstrate a history of providing HR advice and support to internal stakeholders, along with expertise in local labor market practices and HR trends. Exposure to complex and volatile contexts is also required.
Educational Background:
A relevant educational background is essential for this position, typically including a degree in Human Resources Management, Business Administration, or a related field. Advanced degrees or certifications in HR or management would be advantageous and demonstrate a commitment to professional development in the field.
Experience:
The position requires significant experience in HR management, particularly within humanitarian or recovery contexts. Candidates should have a proven track record of leading HR teams and managing HR functions effectively in challenging environments. Experience working with international NGOs and understanding the complexities of labor laws and employment practices in Moldova is crucial.
Languages:
Fluency in English and Romanian, both written and verbal, is mandatory for this position. Proficiency in additional languages would be considered an asset, particularly in the context of working with diverse populations and stakeholders.
Additional Notes:
This position is based in Chișinău, Moldova, with a contract duration of 12 months. The role may require approximately 10% travel. The position is classified as Grade 9 in NRC’s National Salary Scale, which includes a competitive compensation and benefits package.
