Job Overview:
The Senior Technical Officer for Maternal, Neonatal, and Child Health (MNCH) and Nutrition III will be based in Antananarivo, Madagascar, and will provide technical support to staff and projects in project design, implementation, and quality assurance. This role involves implementing and monitoring strategic and technical initiatives related to vital interventions approved by the U.S. government for pregnant women, newborns, and children. Key responsibilities include overseeing prenatal care, postnatal care, emergency obstetric and neonatal care, integrated community case management, infant and young child feeding, and the screening and treatment of acute malnutrition. The officer will also contribute to knowledge products by creating and managing reports and technical materials, including presentations, work plans, technical notes, and policy documents. Working closely with project and headquarters teams, this position supports projects by assessing programmatic effectiveness, supervising technical aspects of strategies and implementation plans, and providing technical evaluation reports.
Duties and Responsibilities:
The Senior Technical Officer will provide comprehensive technical guidance related to MNCH and nutrition programs based on evidence and best practices. Responsibilities include reviewing and developing project strategies, protocols, manuals, training materials, and reports related to MNCH and nutrition. The officer will work closely with project teams to ensure technical soundness and adherence to standard operating procedures. They will also develop or contribute to technical briefs, reports, and other necessary documents for evaluations and to document best practices. The officer will analyze project implementation to identify areas for improvement and propose appropriate technical strategies and guidelines. Collaboration with research and evaluation teams to analyze and interpret data, articulate findings, and recommendations is essential. The officer will monitor project deliverables and report to supervisors, identifying and escalating issues as necessary. They will also track technical expenditures and prepare reports summarizing project results and analyzing data sets and evaluation outcomes. Building productive working relationships internally and externally is crucial.
Required Qualifications:
Candidates must possess a deep understanding of global best practices in MNCH and nutrition, as well as effective implementation approaches. Experience with successful capacity-building models that enhance access and quality of clinical care in MNCH and nutrition is required. A demonstrated track record of supporting and collaborating with program management and technical teams is essential. Experience working with U.S. government-funded health programs is highly preferred. Candidates should also demonstrate cultural sensitivity and an understanding of political, contextual, and ethical issues in the assigned areas. Strong organizational and analytical skills, along with proven project management capabilities, are necessary. Proficiency in Microsoft Office Suite is required, along with the ability to analyze and interpret data, identify errors, and prepare reports. Problem-solving skills and the ability to implement corrective actions when necessary are also important.
Educational Background:
A master's degree or equivalent international qualification in public health, health, nutrition, research, or a related field is required. Certification in project management is preferred.
Experience:
Candidates should have at least 6 years of relevant experience providing technical support in MNCH and nutrition to national or global technical teams. Previous work experience in a non-governmental organization (NGO), government agency, or private organization is essential.
Languages:
Fluency in English is highly sought after, with the ability to read, write, and speak proficiently. Proficiency in French is also required, while advanced English is preferred.

The position is based in a typical office environment, requiring the ability to spend long hours in front of computer screens and perform repetitive tasks. Candidates should be able to sit and stand for extended periods. The role may require up to 25% travel within the country. The expected hiring salary range for this role is MGA 61,430,000 - 75,000,000 for annual basic salary, with considerations for relevant experience and education.
