Job Overview:
The Sustainable Solutions Officer position is a critical role within the Bhutan Resident Mission of ADB, specifically under the South Asia Department. The officer will be responsible for leading and coordinating technical and administrative support to ensure that ADB's operations in Bhutan align with the country's climate change agenda and ADB's broader Strategy 203

Required Qualifications:
Candidates must possess a Bachelor's degree in climate, environmental sciences, economics, engineering, or related fields, with a preference for advanced training. A minimum of 8 years of work experience in climate change mitigation and adaptation, climate change policy, climate finance, and project development is required. Candidates should have a strong understanding of the climate change agenda, particularly in policy and strategy, and preferably be an expert in at least one sector with implementation experience. Experience working with government agencies and multiple partners in climate change and disaster risk management is essential, along with the ability to conduct research and produce analytical reports for diverse audiences. Familiarity with multilateral financial institutions is preferred. Excellent presentation, written, and verbal proficiency in English is mandatory, and two years of relevant experience outside ADB within the past five years is required.
Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as climate science, environmental sciences, economics, or engineering. Advanced training or a higher degree in these areas is preferred, as it demonstrates a deeper understanding of the complexities involved in climate change and sustainable development.
Experience:
The position requires at least 8 years of relevant work experience in areas related to climate change mitigation and adaptation, climate change policy, climate finance, and project development and implementation. Candidates should have a proven track record of working on climate change issues, particularly in collaboration with government agencies and other stakeholders. Experience in conducting research and producing technical reports is also essential, as is familiarity with the operations of multilateral financial institutions.
Languages:
Proficiency in English is mandatory for this position, with excellent presentation, written, and verbal communication skills required. While English is the primary language of communication, knowledge of additional languages may be considered an asset, particularly if they are relevant to the region or the stakeholders involved in climate initiatives.
Additional Notes:
This appointment is open to both internal and external applicants, but it is specifically a local staff position, meaning it is only available to nationals and permanent residents of Bhutan. The role is part of ADB's Workforce Rebalancing Framework (2022-2027), which aims to enhance in-house expertise. The position is crucial for leading policy dialogue and projects focused on delivering knowledge solutions. It is a fixed-term appointment with the option to renew for up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. After the initial period, ADB may choose to renew the appointment based on various factors, including the need for the specific skills and experience of the staff member, funding availability, and performance. There is no limit to the number of renewals up to NRD, but this appointment is not convertible to a regular appointment.

The officer will also be involved in upstream analysis, country partnership strategy development, and annual country programming, ensuring that climate considerations are integrated into all relevant activities. The position requires a proactive approach to managing technical assistance activities and collaborating with sector teams to design investments that maximize climate outcomes. Additionally, the officer will deliver knowledge services, build capacity, and represent ADB at various events, working closely with regional climate focal points and the broader ADB climate team.
Duties and Responsibilities:
The Sustainable Solutions Officer will have a comprehensive set of responsibilities, including:
- Supporting the development of country diagnostics for the country partnership strategy and performance assessments related to climate change.
- Integrating climate adaptation, low carbon transition, and disaster risk management priorities into the country partnership strategy and annual programming.
- Monitoring climate-related indicators and tracking global, regional, and national commitments on climate change.
- Engaging with relevant ministries on climate change operations, including lending and non-lending activities.
- Supporting policy dialogue with government counterparts on climate resilience and project implementation.
- Overseeing regional initiatives like the Building Adaptation and Resilience in the Hindu Kush Himalayas initiative.
- Providing technical inputs for climate change investment projects and mobilizing climate finance.
- Supporting the implementation of climate change communications and knowledge management plans.
- Coordinating with ADB teams to ensure harmonized approaches on climate-resilient initiatives. 1
