The position of Individual National Consultant for Systematic Reviews and Impact Assessment at UNICEF Viet Nam focuses on generating economic evidence to inform the assessment and refinement of national health insurance policy regarding the treatment of acute malnutrition in children under five. The consultant will conduct systematic reviews, assess budget impacts, and develop models to evaluate the financial implications of health insurance reimbursement for nutritional interventions. This role is crucial in addressing the high rates of severe acute malnutrition among Vietnamese children and ensuring that effective treatment options are included in health insurance policies. The consultant will work primarily from home but will need to attend technical meetings in Ha Noi as required, contributing to the overall goal of improving child health and nutrition in Vietnam.
Duties and Responsibilities:
The consultant will be responsible for conducting a systematic review of cost-effectiveness studies related to the treatment of acute malnutrition in children under five. They will define the treatment package to be assessed, develop a budget impact model from the perspective of the Viet Nam Health Insurance Fund, and conduct analyses of the financial impact of proposed health insurance contribution-rate roadmaps. The consultant will also finalize the analytical plan, complete the systematic review, and prepare reports on findings. They will collaborate with UNICEF staff and relevant government and research counterparts to ensure the accuracy and relevance of the analyses conducted.
Required Qualifications:
Candidates must possess a Master’s degree in health economics, public health, epidemiology, health policy, nutrition, health sciences, or a closely related discipline. A minimum of 10 years of relevant professional experience in health economics, health financing, or health policy research is required. Demonstrated experience in conducting systematic reviews, particularly of economic evaluations, and developing budget impact analyses is essential. Candidates should have a strong understanding of national health insurance policy in Vietnam and experience with policy research and development for nutrition interventions for young children. Advanced analytical skills using MS Excel and strong report-writing and presentation skills are also necessary.
Educational Background:
A Master’s degree in health economics, public health, epidemiology, health policy, nutrition, health sciences, or a closely related discipline is required for this position. This educational background is critical for understanding the complexities of health economics and policy development, particularly in the context of nutrition interventions for children.
Experience:

Languages:
Fluency in written and spoken Vietnamese and English is mandatory for this position. Proficiency in both languages is essential for effective communication and collaboration with stakeholders, as well as for the preparation of reports and presentations.

The consultancy is expected to be conducted remotely, with the consultant primarily working from home and attending meetings in Ha Noi as necessary.
