Job Overview:
The Program Officer, Ebola is a crucial member of the STRIDES global Ebola response team, tasked with ensuring that project activities align with established work plans while leveraging technical expertise to inform project implementation. This role involves gathering information to assist with complex project activities, ensuring compliance with both internal and external regulations, and monitoring expenditures against the budget. The Program Officer is responsible for the completion of projects while adhering to budget, scope, and schedule requirements. This position also entails developing and reviewing work plans, preparing presentations, and supporting other project objectives and deliverables. Depending on the organizational location, the role may vary; those based within Business Units primarily support global awards and administrative aspects, while those embedded in projects focus on direct project implementation and delivery.
Duties and Responsibilities:
The Program Officer will support programmatic management by coordinating outbreak response resources, including personnel, consultants, partners, travel, and procurement. They will ensure compliance with donor requirements and organizational policies, provide initial reviews of programmatic reports, and oversee the reporting process to meet client requirements. The officer will represent the project at client and funder meetings, facilitate communication between assigned projects and relevant stakeholders, and monitor partner deliverables. Additionally, they will support outbreak response knowledge management initiatives, provide operations support, and conduct new hire onboarding. In terms of business development, the Program Officer will help identify funding opportunities, participate in proposal management, and lead aspects of project design. They will also provide financial support by monitoring spending rates, reviewing purchase orders, and contributing to the project’s budget process.
Required Qualifications:
Candidates must possess advanced knowledge of project management and outbreak response concepts and practices. They should have excellent oral and written communication skills, demonstrated project management abilities, and the capacity to influence and collaborate with others. The ability to analyze and interpret data, identify errors, and prepare reports is essential. Candidates should also have a strong understanding of compliance with donor requirements and organizational policies.
Educational Background:
A Bachelor's Degree or its international equivalent in fields such as Communication and Social Marketing, Economic Development, Education, Health, Nutrition, Research, Technology, Youth, or related fields is required. A Project Management (PM) Certification is preferred, indicating a formal understanding of project management principles and practices.
Experience:
Candidates should have at least 6 years of relevant experience with project management principles and practices, ideally in supporting outbreak response activities or operations. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is essential. Experience in international or domestic program development or management is preferred, showcasing a well-rounded background in the field.
Languages:
While English is mandatory, working knowledge of a second language, particularly French, is highly preferred. This bilingual capability can enhance communication and collaboration in diverse project environments.
Additional Notes:
This position is expected to require travel of approximately 10% to 25%. The salary range for this role is between USD 64,000 and 74,000 annually, with variations based on geographic location. FHI 360 offers a competitive benefits package, including a 7% contribution to a pension plan, 18 days of paid vacation, 12 sick days, and 11 holidays per year for full-time staff.
