Job Overview:
As the Program Manager for Disaster Risk Reduction and Anticipatory Action (DRR/AA) under the RAPID program, you will be responsible for leading the management and technical oversight of DRR/AA programming in Uganda. This includes overseeing disaster preparedness, anticipatory action, and emergency response activities in the wake of sudden-onset disasters and other humanitarian shocks. The role requires ensuring that effective systems and processes are in place to support high-quality programming that aligns with CRS's mission of serving poor and vulnerable populations. You will be expected to provide technical guidance and capacity strengthening support to local partners and stakeholders, ensuring that project implementation is of high quality, accountable, and timely. Your management skills and knowledge will be crucial in delivering impactful emergency response and recovery programming.

Required Qualifications:
Educational Background:
A Bachelor's Degree in a relevant field such as International Development, International Relations, Community Development, disaster management, climate adaptation, or resilience is required. A Master's Degree in a similar field is preferred and may enhance the candidate's qualifications for the role.
Experience:
Candidates should have a minimum of 5 years of relevant field-based project management experience. This experience should include managing moderately complex projects and working closely with local partner organizations, ideally within an international NGO context.
Languages:
Fluent English is required for this position. Working proficiency in a local language is considered a plus, as it may enhance communication with local stakeholders and partners.
Additional Notes:
The position is based in Kampala, Uganda, and the deadline to apply is September 18, 2026, no later than 5pm. The role may require travel up to 30%. There are no supervisory responsibilities associated with this position. Duties and Responsibilities:
- Provide management, guidance, and technical oversight of all RAPID DRR/AA activities throughout the project cycle, ensuring alignment with CRS quality principles, donor guidelines, and industry best practices.
- Manage talent for emergency response and recovery programs, supervising team dynamics and staff well-being.
- Offer coaching and develop tailored individual development plans for direct reports, conducting performance management.
- Oversee technical assistance and capacity strengthening activities in DRR/AA for CRS staff and local partners to enhance preparedness and program quality.
- Provide technical leadership to strengthen DRR and AA systems, policies, and practices in Uganda.
- Collaborate with various stakeholders to establish hazard triggers and develop evidence-based early action frameworks.
- Document and disseminate lessons learned and promising practices from DRR/AA programming.
- Identify funding opportunities and support proposal development for DRR/AA initiatives.
- Ensure timely project expenditures in line with financial plans. 1
- Represent CRS in relevant coordination forums and engage with stakeholders to advance humanitarian objectives. 1
- Undertake additional duties as assigned by the supervisor to support evolving programmatic priorities.
Required Qualifications:
- Bachelor's Degree in International Development, International Relations, Community Development, disaster management, climate adaptation, or resilience.
- Minimum of 5 years of relevant field-based project management experience.
- Strong knowledge of Disaster Risk Reduction (DRR), Anticipatory Action (AA), and Uganda's coordination mechanisms.
- Experience managing moderately complex projects and working closely with local partner organizations.
- Experience in an international NGO setting is preferred.
