Job Overview:
The CRS Technical Advisor II for Emergency Health will provide essential technical advice, guidance, and support to various design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation issues, particularly focusing on larger projects within the Emergency Health sector. This role is crucial in ensuring that CRS adheres to program quality principles and standards, donor guidelines, and industry best practices. The advisor will work closely with regional and Country Program (CP) teams to enhance the delivery of high-quality programming aimed at assisting the poor and vulnerable populations. The advisor's technical expertise will play a significant role in evaluating the effectiveness, adaptability, and innovation of CRS's Emergency Health programming globally. This position requires a proactive approach to problem-solving and a commitment to continuous improvement in program delivery.

Duties and Responsibilities:
The Technical Advisor II will be responsible for several key functions, including:

• Contributing to the development and implementation of agency-wide strategies, standards, tools, and best practices in Emergency Health, ensuring effective engagement with partners, donors, and governments.
• Ensuring a cross-sectoral approach that integrates gender, protection mainstreaming, and disaster risk reduction into all Emergency Health initiatives.
• Providing technical solutions to regional and CP teams, both remotely and on-site, for strategic planning and the application of program design and implementation standards, best practices, and monitoring and evaluation (M&E) tools.
• Leading or contributing to the technical design of large and complex proposals, including the definition of appropriate monitoring systems and indicators.
• Advising project teams on integrating donor strategies, priorities, and technical requirements into CRS's approach.
• Contributing to capacity strengthening initiatives in Emergency Health programming for staff and partners through the development of learning and training strategies, conducting workshops, and mentoring CP staff.
• Engaging in knowledge management and learning by collecting and analyzing program data, evaluating strategic projects, measuring program impact, and sharing lessons learned and best practices.
• Establishing and maintaining relationships with donors, peer organizations, and research institutions, and participating in forums to promote CRS's work and share best practices.

Required Qualifications:
The position requires a Bachelor’s Degree in clinical or public health as a minimum qualification. Candidates should possess a minimum of eight years of relevant international working experience in an advisory or management role with progressive responsibilities, ideally within an international NGO. This experience should include at least three years of working on health-related program development and implementation in humanitarian, post-conflict, or low-resource settings. Previous experience in providing technical assistance and developing successful proposals for external donor funding is also required. Candidates should demonstrate a strong understanding of partnership principles and possess excellent relationship management skills, with the ability to influence and gain buy-in from diverse stakeholders.

Educational Background:
A Bachelor’s Degree in clinical or public health is required for this position. A Master's Degree in Public Health or related fields is preferred and considered an advantage, as it may enhance the candidate's qualifications and ability to perform the role effectively.

Experience:
Candidates must have a minimum of eight years of relevant international working experience, particularly in advisory or management roles with increasing responsibilities. This experience should ideally be with an international NGO and include at least three years focused on health-related program development and implementation in challenging environments such as humanitarian or post-conflict settings. Experience in business development, project design, and proposal development in Emergency Health is essential, along with a proven track record in mentoring, coaching, and training staff.

Languages:
Fluency in English is required for this position, as it is the primary language of communication within the organization. Proficiency in French is preferred, as it may enhance the candidate's ability to engage with diverse populations and stakeholders in various regions where CRS operates.

Additional Notes:
The position is remote, allowing for flexibility in work location. Candidates must be willing and able to travel up to 50% as part of their role.
