Job Overview:
The Operations Support Officer position is crucial for the effective planning and implementation of WHO's collaborative programs in Bhutan. The role focuses on delivering WHO's core functions at the country level, particularly in supporting the government in formulating, implementing, and evaluating national health policies and strategies. The incumbent will ensure compliance with WHO's established rules and regulations while providing timely administrative services to facilitate program delivery. This includes managing budget and finance, human resources, procurement, travel, logistics, and information technology. The Operations Support Officer will also be responsible for providing accurate guidance and information to ensure accountability and compliance with organizational policies.

Duties and Responsibilities:
Under the direct supervision of the WHO Representative, the incumbent will perform a variety of duties including:
  • Providing comprehensive information on WHO country office operations, interpreting policies, systems, and procedures for the head of the WHO office and other staff.
  • Supervising operations staff and teams to ensure the delivery of services in budget and finance, human resources, procurement, and general administration in compliance with organizational policies.
  • Offering appropriate solutions grounded in policy compliance to meet business needs.
  • Assisting in the review and coordination of biennial work plans, including human resources plans.
  • Providing analytical inputs for financial monitoring and program implementation, recommending strategies to accelerate implementation.
  • Advising on financial policies and procedures applicable to the office in line with WHO's established procedures.
  • Planning and managing work plans, budgets, and systems for monitoring and reporting results.

Required Qualifications:
Essential qualifications include a university degree (bachelor's) in a relevant field such as finance, management, accountancy, economics, or business administration. Desirable qualifications include training in business administration or program management. Candidates should possess strong administrative, financial, and management skills, as well as knowledge of public-sector organization principles and practices. The ability to engage with government and UN agencies is also essential, along with excellent interpersonal skills and the capacity to work under pressure with competing priorities.

Educational Background:
Candidates must hold a bachelor's degree in a relevant field such as finance, management, accountancy, economics, or business administration. Additional training in business administration or program management is desirable and can enhance a candidate's profile.

Experience:
A minimum of two years of relevant experience in administrative and managerial service provision is essential. This experience should include compliance with related rules and procedures. Previous work experience with WHO or other United Nations agencies, particularly in General Service or National Professional Officer categories, is desirable and can be advantageous for applicants.

Languages:
Expert knowledge of English is essential for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
The position offers an annual base salary starting at BTN 1,367,021, subject to mandatory deductions for pension contributions and health insurance. Staff members are entitled to 30 days of annual leave. This vacancy may be used to fill other similar positions at the same grade level.
