Job Overview:
The consultancy aims to support the WHO Representative Office in Vietnam in collaboration with the Ministry of Health. The primary focus is to assess the current status of school health equipment and medicines in educational institutions and to develop recommendations for a minimum package of equipment and medicines tailored to the functions and service scope of school health units in Vietnam. This role is crucial as school health services are vital for protecting and promoting the health and learning outcomes of children and adolescents. The National Programme on School Health for 2026–2035 emphasizes the need to strengthen these services and ensure that educational institutions are equipped to provide basic health care, first aid, and emergency response. The consultant will conduct assessments, review policies, and develop a comprehensive package that aligns with national health guidelines and the specific needs of school health units.
Duties and Responsibilities:
The consultant will undertake several key outputs under the supervision of WHO Vietnam and in collaboration with the Department of Disease Prevention (VADP). The duties include reviewing national policies and technical guidance, assessing the availability and adequacy of school health equipment and medicines, identifying gaps and challenges, and developing a draft minimum package of essential medicines and equipment for various educational institutions. The consultant will also define requirements for the safe use of these resources, consult with stakeholders, and finalize the recommendations based on feedback from technical meetings and workshops. This comprehensive approach ensures that the proposed package is evidence-based and tailored to the specific context of Vietnam's educational and health systems.
Required Qualifications:
Candidates must possess a university degree in medicine, public health, health systems, or a related field. An advanced degree, such as a master's in these areas, is desirable. Essential qualifications include a minimum of 5 years of professional experience in school health, child health, public health, or health systems, with demonstrated experience in conducting technical assessments and developing policies. A good understanding of Vietnam's health system and the organization of school health services is also required, along with the ability to collaborate effectively with various stakeholders, including the Ministry of Health and the Ministry of Education and Training.
Educational Background:
The position requires a university degree in a relevant field such as medicine, public health, or health systems. An advanced degree, particularly a master's degree in these areas, is preferred. This educational background ensures that the consultant has the necessary theoretical knowledge and practical skills to effectively assess and develop health services in educational settings.
Experience:
The consultant should have at least 5 years of relevant professional experience in areas such as school health, child health, public health, or health systems. This experience should include conducting technical assessments and developing health policies. Familiarity with Vietnam's health system and the implementation of school health services is highly desirable, as is experience working with WHO, UN agencies, or other international organizations.
Languages:
Excellent report-writing skills in Vietnamese are essential, along with a good working knowledge of English. Proficiency in these languages is crucial for effective communication and documentation of findings and recommendations throughout the consultancy.
Additional Notes:
The consultancy is a part-time arrangement expected to last for 40 working days within a 6-month contract duration. The position is home-based in Vietnam, with potential in-person visits to Hanoi and other provinces for stakeholder meetings and validation workshops. Remuneration is set at USD 125 per day, and travel costs will be reimbursed according to WHO rules.
