Job Overview:
The Monitoring and Evaluation Officer will play a critical role in ensuring that UNRWA's programs are effective and evidence-based. The incumbent will report to the Field Programme Support Officer and will oversee the Monitoring and Evaluation Assistant. This position requires a systematic approach to implementing evidence-based programming, which is essential for improving the quality and outcomes of various programs and projects. The officer will provide technical guidance and support to strengthen monitoring and evaluation frameworks within the UNRWA Syria Field Office. This includes enhancing data collection, analysis, and reporting processes to facilitate evidence-based decision-making. The role also involves collaborating with the Programme Support Office to design and implement research initiatives, including evaluations and third-party monitoring. The officer will be responsible for developing dashboards to track outcome-based indicators and evaluating the results and impacts of all programs across the Syria Field Office. Additionally, the officer will create high-quality, data-driven materials to support communication and reporting processes, ensuring that the agency's objectives are met effectively.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Officer include:

• Ensuring a systematic and integrated approach to implementing evidence-based programming to enhance program quality and outcomes.
• Providing technical guidance and support to strengthen monitoring and evaluation frameworks, processes, and practices within the UNRWA Syria Field Office.
• Collaborating with the Programme Support Office to design, implement, and analyze research initiatives, including evaluations and third-party monitoring.
• Developing and monitoring dashboards to track outcome-based indicators and evaluating the results and impacts of programs.
• Conceptualizing, designing, and developing high-quality data-driven materials, such as factsheets, operation maps, research publications, reports, and presentations.
• Designing and implementing a data management system to streamline data collection, cleaning, validation, and verification processes.
• Promoting constructive feedback and sharing lessons learned to enhance program effectiveness.
• Supervising and supporting the Monitoring and Evaluation Assistant in their tasks.
• Performing any other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a minimum of five years of relevant experience in designing and implementing monitoring, evaluation, and research initiatives within international organizations or UN agencies. They should have demonstrated expertise in developing data collection and analysis tools, as well as producing high-quality informational materials and reports. Additionally, candidates must indicate their current involvement in outside activities, which may include employment, consulting, teaching, or voluntary work. Misrepresentation in providing accurate information can lead to disqualification or termination of appointment if hired.

Educational Background:
A university degree from an accredited educational institution in economics, social science, information management, statistics, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary knowledge and skills to perform the duties effectively.

Experience:
The position requires a minimum of five years of relevant experience in the field of monitoring and evaluation, particularly within international organizations or UN agencies. Candidates should have a proven track record of designing and implementing effective monitoring and evaluation frameworks and initiatives. Experience in producing high-quality reports and informational materials is also essential.

Languages:
For this position, proficiency in English and Arabic is required. Candidates must demonstrate a minimum level of proficiency in reading, writing, listening, and speaking in both languages, as per the UN Language Framework. Knowledge of French is considered an asset but is not mandatory.

Additional Notes:
The appointment for this position is a Limited Duration Contract for six months, with the possibility of renewal based on funding availability, satisfactory performance, and ongoing need. The monthly basic salary for this position is 896.20 USD, which may be subject to a reduced work schedule. Additional benefits include dependency allowances (if applicable), 30 days of annual leave pro-rated to the duration of the contract, sick leave, maternity leave, and paternity leave upon meeting eligibility requirements. This vacancy is open to both internal and external candidates, but only those residing in Syria and authorized to work in the duty station at the time of application are eligible. The agency will not facilitate the issuance of work permits in Syria, and candidates must have a valid work permit to be considered for the position. Preference will be given to registered Palestine refugees and candidates from underrepresented genders to support the agency's commitment to gender parity.
