Job Overview:
The International Consultant will be responsible for establishing a structured and evidence-informed mentorship program aimed at equipping out-of-school adolescents with essential knowledge, skills, social support, and access to services necessary to prevent adolescent pregnancy and improve sexual and reproductive health outcomes. The role emphasizes economic empowerment and life skills alongside sexual and reproductive health and rights (SRHR) knowledge, with a strong focus on gender equality. The consultant will work closely with UNFPA Liaison Specialists in Belize and Suriname, conducting training sessions and ensuring the program's alignment with local needs and existing initiatives. This position requires travel between Belize and Suriname to facilitate the Training of Trainers (ToT) and to engage with various stakeholders, including government agencies and community organizations.
Duties and Responsibilities:
The consultant will be tasked with developing a comprehensive inception report that outlines the context, methodology, stakeholder engagement strategy, and monitoring mechanisms for the mentorship program. Key responsibilities include mapping existing mentorship models and out-of-school comprehensive sexuality education (CSE) initiatives in both countries, assessing existing CSE curricula, and adapting or developing training materials. The consultant will also create screening criteria and recruitment protocols for mentors, conduct a Training of Trainers for female mentors, and develop a monitoring and evaluation toolkit to assess the program's impact. Additionally, the consultant will provide a final report summarizing key deliverables and recommendations for the program's sustainability and scaling strategy.
Required Qualifications:
Candidates must possess an advanced university degree (master’s or equivalent) in Public Health, Epidemiology, Social Sciences, Behavioural Science, International Development, Health Systems, or a closely related discipline. Alternatively, a first university degree with at least 9 years of relevant professional experience may be considered. A minimum of 7 years of proven experience in implementing SRHR programs, particularly in mentorship approaches for adolescents, is required. Candidates should have a strong background in adolescent sexual and reproductive health, gender, and public health programming, preferably within multicultural contexts. Experience in engaging with Indigenous and Tribal communities and adapting curricula is essential, along with strong report-writing and data visualization skills.
Educational Background:
An advanced university degree (master’s or equivalent) in relevant fields such as Public Health, Social Sciences, or International Development is required. Candidates with a first university degree and significant professional experience may also be considered. The educational background should reflect a strong understanding of sexual and reproductive health issues, gender equality, and community engagement practices.
Experience:
Candidates should have a minimum of 7 years of relevant experience in the implementation of sexual and reproductive health programs, particularly those focused on adolescents. Experience in mentorship models, conducting landscape assessments, and working with UN agencies or civil society organizations is highly desirable. Proven experience in developing training materials and conducting Training of Trainers sessions is also essential.
Languages:
Fluency in written and spoken English is mandatory. A working knowledge of Spanish (for Belize) and/or Dutch or Sranan Tongo (for Suriname) is considered an asset, although interpretation support will be available as needed. Proficiency in these languages will enhance communication with local stakeholders and participants.

The position involves full-time engagement and requires the consultant to travel between Belize and Suriname. The role is expected to be project-based, with a focus on delivering high-impact results in a timely manner.
